Environmental NGOs have been members of US environmental delegations for a long time. The trouble is, the respectable ones don't want any part of it - don't want to be associated with the hard left fringe of the movement - so the US adds the more radical and whacko ones. Then, the business people who should be on those delgations are reluctant to be associated with such a group. The whacko NGOs come by stealth too. You might not believe it but Consumers Union, the alleged consumer advocate group for Consumer Reports, is about as radical as they come. They seem more concerned about hitting the US up for freebies for the third world than they do about the welfare of this country. This is nothing new.
