Cap-n-Trade: Now 10% Fraud-Free!

HornerHere’s something to consider for those who wondered why the usual suspects flew up in arms earlier this week over reports that ‘Circle of Commitment’, countries including the U.S., were seeking to wrest control of the Kyoto revenue mechanism to the World Bank (there’s no such move afoot, incidentally; that was merely an overwrought reaction to said suspects finding something that they hadn’t been allowed to write).
That of course would have implications for the “global carbon offset market” if Kyoto II ropes us in and finally begins chugging down the tracks, next stop “Oil for Food on Steroids”.
Today’s Open Europe press briefing includes the following item (in bold in original):
A press release from the European police force Europol states that the VAT fraud afflicting the EU’s Emissions Trading Scheme in the past 18 months, has resulted in the loss of approximately €5 billion euros for several national tax revenues. It is estimated that in some countries, up to 90% of the whole market volume was caused by fraudulent activities. Europol
It seems so hard to believe that a scheme concocted by Ken Lay and the boys at Enron in the mid-1990s, adopted recently by derivatives-types as their next playground, pushed all along by Goldman Sachs and feverishly demanded by George Soros should have to suffer the indignity of such charges.

VAT fraud is easy, low risk, and there's no territory to protect from rivals so there's virtually no violence. Everything tangible is a facade, easy to assemble and disassemble. I caught a 20/20 report the other day on MediCare fraud. Same rules apply.
A principle arises out of these observations: The more money there is at government's disposal, the more crooks there'll be to swipe it. Therefore, limiting government taxing and spending also limits crime.

Just because one method of fraud is NOT in the plans doesn’t mean that 100% of the current plans can be subverted by fraud.
Silly title. I get the point, and I loved the read… but you can’t garauntee that it’s going to be fraud free any more than you can say that I spelled everything in this comment correctly.

In some countries it sure came close to 100%. This is a scammers' paradise.
I would submit that the fraud is classifying an essential part of our atmosphere (CO2) and ecosystem as a pollutant! This is so absurd as to be criminally moronic. I also submit that the so-called 'homogenized' (read: altered to look like warming occurs-yes, there is evidence of this) data and its conclusions are a fraud. Their climate models are now known to require so much 'artificial data' that it is hardly surprising that for predicting the last decade's climate based on CO2 the model was worse than a failure. It predicted strongly in the opposite direction. The entire AGW, CO2 hypothesis is based on a fraudulent foundation.
NO! You are using the old method of logical math. New emotional math dictate it is worth 90% fraud rate to save just 10% of the planet, it's for the Children, you know.
I think the "for the children" thing means something a little different than what we thought I think after reading all the School Safety Czar stuff, "To the Children" might be better

If the coal fired power plants would simply shut down for 10 days. That may get peoples attention. The cutting of our CO2 by 80% will close them forever now would be a good time to show what no power feels like.

I think I read Denmark rejected C&T just days before the summit in Copenhagen. But, I also like the idea of shutting down coal fired generators for a few days. Sorry, but I'm also drilling my own well.
