		<description>Well then, isn&#039;t it nice that Barry&#039;s administration has decided they can bypass Congress altogether and enact Climate Change regulations straight from the EPA?  The Climate bill going through Congress is just the financial payoffs anyway, he can still keep his treehugger votes with &quot;decisive action&quot; within the administration. 
 
He doesn&#039;t have to get into any political trouble by signing any treaty.  At this rate he can placate those nations by a de facto adoption of whatever carbon limits the treaty wants, without a single pesky Congressional vote.  Now there&#039;s a Change the world Hoped for! </description>
