Climate Change: The ‘Planned Recession’ Strategy
by Christopher C. HornerWell, the admissions just keep on coming. In the UK, lead canary for all things “climate change” — for example, polls show a majority of their public now see the agenda as just a new excuse for the state to extract more wealth from its citizens — we have a paper by the Tyndall Centre for Climate Change Research saying the agenda demands “reducing the size of the economy through a ‘planned recession’”, in the words of the Daily Telegraph. Tyndall is an activist consortium of British academic institutions known for carrying the banner on the “climate” agenda.

The Telegraph offers an eye-catching sub-head: ” Britain will have to stop building airports, switch to electric cars and shut down coal-fired power stations as part of a ‘planned recession’ to avoid dangerous climate change.”
This should only surprise you if you have relied upon claims by the global warming industry — itself a consortium of activists inside and outside of government, Big Science, Big Academia, and other rent-seeking industry crafting schemes to profit in the near-term from the wealth-transfers — or the Obama administration, desperate to walk-back the president’s admission that his plan of cap-and-trade will “bankrupt” all sorts of facilities and cause your energy prices to “necessarily skyrocket.”
Obama’s own Treasury Department has been providing him memos noting that even his “first step” would shave a full percentage off of our Gross Domestic Product and cause manufacturing to flee to saner shores. These claims were found in their pitiful response to my Freedom of Information Act request. In fact, their response made clear they are plainly hiding more, and surely more damaging, documents.
As the Senate faces the prospect of taking this “first step”, this week we sent Treasury our Notice of Intent to Sue if they do not come into compliance with the law, and provide us responsive documents responsive to our request. At which point, we are confident, we will find that even in these strained times the U.S. and UK’s “special relationship” has one more thing in common.

I hope your efforts bear fruit. This is scary stuff, indeed.
Spot on Mr. Horner. Control the energy supply and controlling everything else is easy. 2010 cannot come fast enough for me.
It is all a part of the big plan to control and reduce the population world wide. It is a huge scheme that is very similar to Hitler's without the showers.
I do not like feeling that I am a conspiracy theorist but what other conclusion can be drawn from all that we have learned?
I assume that everyone knows that every shred of scientific backup of the AGW hoax has now been taken down, proved false?
Here is a link to the last leg to fall, the tree that wrote the hockey stick …. http://wattsupwiththat.com/2009/10/02/ross-mckitr...
It could be looked at as one big revenue grab for the fed government with the (un)intended consequence of choking out private enterprise. You might ask yourself "Why would they kill the goose laying those golden eggs?" Because they are only looking down the road as far as the end of their political careers and no further.
If the earth’s atmosphere was $1000, the current CO2 levels would account for 38 CENTS (.038%)… That’s up from 28 cents in 1850… My guess is we’re looking at maybe 500 PPM by the end of the century at current CO2 emissions.
How much rainforest gets deforested every year? Brazil cuts down 3.5 million hectacres of their rainforests PER YEAR. Google it.
And I’m supposed to worry about a gradual rise in CO2??
I think they are looking much further down the road than that. Think back, remember some of the rhetoric. Forced abortions, sterilizations….etc etc etc. Draw a conclusion.
CO2 is a greenhouse gas. That is undeniable. But its effect is apparently weak enough that other natural forces regularly overcame its contributions to create climate swings between iceless Earths and ice ages.
The Earth has just left an ice age. Fifteen thousand years ago icecaps three miles thick sat where Chicago is now. Human activity had nothing to do with their melting, and human activity is having a very small effect right now, given that only 5% of atmospheric CO2 is human-generated.
Logic like this seems to make no difference the the Global Warming Alarmists which makes one think that the hidden agenda behind cap and trade is money money money for more big government and a lot of serfs dependent on the government for everything.
Hope and change, hope and change!
[...] Big Government is reporting that people in the U.K. are starting to see ‘climate change’ as just another excuse to get more money from the people. Yeah, ya think? [...]
Global warming theories do not pass the smell test. They are not based on science. The evidence of the ice cores is that CO2 trails warming and cooling: the Earth warms, CO2 increases; the Earth cools, CO2 decreases. The geologic record quite clearly shows that there were long periods in Earth’s history where temps were high and CO2 was low, and vice-versa. Why is the media not reporting on these facts that disprove man made global warming? Do they want the US to fail economically?
Also highly relevant is this post:
http://www.c3headlines.com/2009/10/the-hockey-stick-global-warming-scandal-did-the-ipcc-encourage-scientific-fraud-did-the-ipcc-ignore-more-comprehensive-rese.html
It shows that 7 proxies around Yamal do not have hockey stick shapes and the 20th century is well within historic variability.
The problem is President Obama, the EPA and the Democrat Congress seems intent on going forward with all their cap and trade plans despite all the data that contradicts global warming. What if anything can be done to stop them from completely destroying our economy? The only thing I can think of is to get the word out so that any politician supporting this nonsense can be defeated in 2010. Keep up the good work Big Government because we know the main steam media will never tell the truth.
The burden to homeowners and the already sick real estate market with a ridiculous Cap n Trade tax will be horrendous. If you own a home and try selling it without the mandated federal code compliances that will come into effect, good luck.

India and China, two of the worst global enivronmental offenders, get a free ride. More coal power plants for them and we transfer our wealth out of lame lefty guilt and bad science to solve a problem that might not scientifically exist. The consumer recalls alone from China tell the story about how serious they are in cleaning up their act.. And, we are being asked to transfer our wealth for this travesty
We have a gov't stuck on lefty stupidity.
Do I recall correctly that Gore's "Inconvenient Truth" can not show in Europe without 6 or 8 disclaimers because it is so blatantly false? But American's still eat it up like it is Gospel! Oh, yeah, Gore did say…"End of discussion!"
THEY DON'T WANT PEOPLE TO KNOW THE TRUTH ABOUT THEIR AGENDA. ITS ALL ABOUT MONEY AND CONTROL
AGW is such total bullshit and will eventually be completely abandoned and ridiculed for calling the substance we breath out "pollution."
The real damage, since I think this cap and trade nonsense will fail, is that an entire generation will grow up thinking all science is complete hokum.
Of course, the fact that this myth has spread so easily is due to our current anti-scientific thinking that has managed to pierce academia is certain areas.
"Since 1998 global temperatures have cooled each year. http://icecap.us/images/uploads/7YRCOOLINGSPPI.JP... Why?"
Funny, but all the major research institutions (UAH, RSS, Hadley)have a warming from the last decade (looks like it's still going up to me). And the one you linked was just from Jan. 2002 to Jan 2009(not going back to 2008) and it was from the right-wing think tank scienceandpublicpolicy.org.
http://www2.sunysuffolk.edu/mandias/global_warmin...
Using 1998 is being very disingenuous because it one an extreme El Nino year.
"NASA has measured the temperature variations of 9 solar system planets and moons. All of their annual temperature variations correlate to each other and Earth’s. What does that tell you?"
————————————————————————————————————————————————————–
Did you know that the Jupiter, Saturn, and Neptune actually emit more energy than they receive from the sun? Evidently not for making such a statement. So how could they be correlated?
"Jupiter radiates more energy into space than it receives from the Sun. The interior of Jupiter is hot: the core is probably about 20,000 K. The heat is generated by the Kelvin-Helmholtz mechanism, the slow gravitational compression of the planet."
http://nineplanets.org/jupiter.html
Those are just the two I really looked at…………………..So what does that tell me? That you are full of it.
This is what we've been saying about cap and trade. We need to end the politically induced oil shortage and drill for our own oil, too.
"Of course, the fact that this myth has spread so easily is due to our current anti-scientific thinking that has managed to pierce academia is certain areas."
Pierce? As in Bronson. LOL.
More uneducated drivel. Have you even been in an academic setting? From the quality of your comment I would go with no.
What the hell has happened to the scientific knowledge of the country?
And there isn't any report that says planned recession. That's "in the words of the Daily Telegraph", or otherwise what some conservative newspaper supposedly says. An awful lot of spin going on.
Ocrap
According to some studies higher Co2 concentration is beneficial to crop growth. One I read indicated a 38% increase of wheat production linked to the rise since 1850. (Not including temperature impact of coming out of the "little ice age")
Temperatures started to rise before Co2 after the little ice age.
Current temperature rise is consistent with all warmups during this interglacial period, about 0.7 degrees C per century.
Mars and Titan may be experiencing "global warming'". Pluto is warming, but that is likely due to its current orbital position. Venus, Jupiter and Saturn are affected by forces that are internal. Been working on that Hyperdrive, but plutonium for the flux capacitor is hard to come by. Until I can go out an take direct measurements I, like others have to rely on NASA or the Russians for info about off Earth data that is politically charged. One only has to remember NASA's "mistake" about Siberian temperatures for 2008 to find evidence of that.
That said it is the reaction of politicians that is worse. America is installing an energy system that is much more expensive than grids being installed in India and China. It is getting worse, in Hawaii the State now subsidizes "alternate energy" production with a guarantee of 31 cents per kilowatt hour. Last I checked nuke and N-Gas power comes in well under eight cents. How can this country compete by installing energy two to four times more expensive than other nations?
Not a planned recession, a typically political one. Too many of our representatives are totally ignorant of science, statistical analysis, and basic physics beyond a grade 10 level. Even the President stopped taking math after grade 11 according to statements from those who attended his high school. This problem infects Democrats a bit more than Republicans, about one in 3 Dems have some of this background, one in 2.5 Republicans. However political considerations can be so powerful even Republicans got caught up in this nonsense. It depends on the source of information these folks use to draw conclusions. With a media and education system dominated by leftist ideologues it is little wonder things get mucked up. With two degrees, one economics, the other nursing, the crap passed off as well thought out information by places like the Center for American Progress is like rubbing two pieces of styrofoam together. One has to question all and trust little, confirm, confirm, confirm.
Thankfully the American public is waking up. We will elect more common sense people to Congress in 2010. It is shaping up Pelosi will lose her majority. Already cold records are appearing across this country. Between falling poll numbers and a possible cold winter due to the long Pacific cycle, thrust for cap and trade may freeze in committee no pun intended. With rising unemployment numbers, a falling dollar pushing interest rate up by early next year bringing on a double dip recession by late '10 Democrat control of the Senate could be lost as well.
It is the holier than thou position of leftists that will be exhibited most as this goes forward. Jafo should be careful about this. Conservatives are not as "stupid" as he implies. The image Jafo tries to project is a media-Hollywood pictures created over decades of liberal domination of the message.
Fact: Unemployment amongst identified conservatives is still under 4.5%. Those ID'd as Liberal-Progressive are closer to 14%. The source of this: That radical right wing hate mongering racist federal Bureau of Labor Statistics. Government data also shows Democrat leaning people tend to encompass least skilled people in the workforce. Dozens of surveys show scientists, engineers, physicians, economists, chemists, biologists, and computer experts are dominated by conservatives. Liberalism dominates professions that do not require any knowledge of math/sciences many requiring just a grade 10 level. It is also important to consider Obama is a clear example of this: His book, Dreams of my Father, was ghostwritten, Audacity of hope is in fact recycled speeches written by others, he does not speak a second language on top of an education that shows little solid subject matter even in high school.
For starters there very little evidence for the LIA of being anything more than a regional phenomena.
Second, evidence has now shown that Mars 3 year rise of temps is also due to orbital forcing.
http://www.space.com/scienceastronomy/mars_ice-ag...
As far a Titan, it gets less than 1% of the energy the Earth receives so there isn't anyway you can attribute any climate change it's having to the sun.
Third, due to other limiting factors (eg nutrients) any enhanced plant growth due to increased atmospheric co2 would be offset by ever decreasing yields (from a variety of factors). We are already seeing this happening.
"Global warming decreased the yield of wheat, maize and barley by around 40 million metric tons per year between 1981 and 2002 – an amount worth $5 bn per year at 2002 prices. So says the first study of the effects of existing climate change on global food production, conducted by researchers from Lawrence Livermore National Laboratory and the Carnegie Institution, US."

Thank you for your work. Shine a light on these alarmists, keep using our Freedom of Information Act and please keep us posted.
This is very important.
I remember seeing it live, just about a year ago, live as it happened. Maxine Waters let her intentions, and the plan of the left slip out of her big mouth. If you think Health Care is a boondoggle, and the planned Cap and Trade is a fiasco, if you think energy prices are high now, just wait until the Government Socializes the Energy Industry.

Are you telling me that the flood I have scheduled my life around must now be cancelled? Could we possibly re-schedule? I've been so looking forward to having beach front property, just as soon a New Jersey washes away. With Corzine please….
Blessed Jesus. You are actually on the trail to getting the goods? NO WAY. This should have been scubbed by now. You mean that incompetent Gore didn't do it after getting the "Prize"? And he INVENTED the internet. What incompetancy, it takes a REAL community organizer to show the world how to scrub out your tracks. Roll eyes emoticon here, please.
Among the many truly terrifying things going on lately, the fact that the AGW alarmists continue to push the hoax in the face of nearly a decade of cooling temperatures takes the "Big Lie" to a whole new level. Honestly, I've been appalled with this stuff for a long time now, ever since the original hockey stick came out, and for some reason didn't include the Medieval Warm Period, without which the Vikings couldn't have spread as they did. I guess the only thing to be happy about is that they are clearly getting desperate, and feel that this is their last chance to get control over all industry, as we are finally getting close to a majority of the public realizing it's been a hoax from day one.
Having said that, how do we draw more attention to the real data, and the suppression of science going on at NOAA? As the folks over at ICECAP (http://icecap.us/index.php) have done a good job of documenting, NOAA has been gradually stripping out "inconvenient" data sources to help maintain the fiction. That's our tax dollars being used for outright fraud instead of science.
The concept of money is only valid as a means for power. Once a government has the requisite power, money no longer has meaning. When a government purposely (as in the case of a planned recession, and killing an economy) they do it solely as a way to consolidate their power. Seeing money as a tool, rather than as an end, it is rather easy to see the "why's" of the revenue grab. This takes away an individuals power (that of self determination) and vests that power with the State. In essence, they are not killing the "golden goose", they are corralling it.
This is very important.

Maxine Waters is another political hack and one of, if not the, dumest politicians that has ever discraced Washington.
Wake UP America. Cap and Trade does not stop pollution. It does not cut down on 'emissions'. It's a ponzi scheme to take money away from the people because they BREATHE! And wall streeters, lobbyists, banks and congressmembers even the President of the United States will make Billions off of this scheme.! It's simply a tax because you and your family breathe.
The new tactic alarmist are using is the oceans are becoming more acidic, destroying plankton, krill etc.
The went from Global Warming to Climate Change to Acidic Oceans. If the LIE doesn't fit just CHANGE THE LIE.
It's about time the Brits finally saw the light on climate change. There has been the odd detractor but up until recently the word "green" was everywhere in the UK and people were buying it hook line and sinker for the most part.
Now there is dissent.
Could it be that the American Tea Party Protests are a shining example for the world's middle classes?
Even the United States Energy department has concluded that the Cap and Trade (the American Clean Energy and Security Act of 2009) will cost America jobs.
http://motorcitytimes.com/mct/the-energy-departme...
It feels like it, it tastes like it and looks like it. So that must be what it is. A contrived crisis.
The con and tax bill has already passed in the House with the help of eight rogue Republicans.Another massive con job like healthcare.Massive tax increases, massive job losses with 17million un-employed already.Who's next?Typical Barak Obama style scare tactics.Obama's message has been proven wrong even by scientists who started the message.Obama's still spouting his juvenile rhetoric blaming Bush for the world's ills.
They're talking about creating millions of nonexisting jobs with technology that is decades away. While taking away millions of already existing jobs. That's the con.Utility taxes skyrocketing. All for a bunch of nut job enviornmentalists who have already hurt this country's economy.Look at the farmers they destroyed in California and elsewhere. And it's not just farmers.
The people who are crying the loudest about global warming are scientists and politicians who feed out of the public trough.Scientists who refute the man made global warming issue are independant and have stellar reputations of their own and many of these started their careers as the sky is falling trough feeders.
"The people who are crying the loudest about global warming are scientists and politicians who feed out of the public trough."
Well put!

That's some funny shit right there………..like Tim Ball?
It's obvious that most of you don't research any of this, just take the word of whatever op-ed/blog you read. Sad.
"What the hell has happened to the scientific knowledge of the country?"
It became infected with governmental and peer politics and political money.
It seems with "Jafo's" juvenile retorts he must get all of his information from comment sections of news web sites.

sad part is that they feel that they can play the role of GOD better the GOD.
when they realize what they have done it will all be to late and they will be LEFT with nothing. It will all be over and they will have nothing LEFT to control.
very well put…so simple even an IDIOT like G O R E could get it..
Now Henry, you are confusing yourself with science, facts, and logic. If you were Al Gore, you would not suffer from such a problem. You failed to mention that the "the sky is falling" report by the IPCC was based on Dr. Mann's temperature data for the last 1000 years which shows the "hockey stick" temperature spike at end of the 20th century. The data by Dr. Mann was fudged and ignored both the medeval warming and the little ice age. Turns out the temperature during the medeval warming was higher than now and lasted about 600 years with no runaway temperature. Sun activity was higher during the medevel warming and lower during the most recent little ice age (ended about 1850 AD). But of course if you are a true believer like Saint Al, you can ignore facts and scientific analysys and feel rightous in your cause. OH, I forgot to answer your question. The media is too scientifically ignorant to know the truth and they just go after the most sensational "sky is falling reports."
What Wealth?? We are indebt infact indebt to China.
You are stuck on stupid. More CO2 was rekeased in our earlier development then today–We do clean up after ourselves. Every living being breathes out CO2, its recycled through plant life. The Earth has been COOLING, not warming but you probably didn't get that memo, or wondered outside.
You are stuck on stupid. More CO2 was released in our earlier development then today–We do clean up after ourselves. Every living being breathes out CO2, its recycled through plant life. The Earth has been COOLING, not warming but you probably didn't get that memo, or wondered outside.
You have it backwards. A rise in CO2 does not cause temperature rise. Temperature rise causes an increase in CO2.
Something that would be pretty funny if our future as an industrialized nation was not at stake over this nonsense, is that the "models" that the global warming nutjobs use to "prove" that the climate is changing do NOT have solar gain as one of the variables. Huh? Solar gain is THE most important factor in building a climate prediction model. There are cycles of thousands of years where the earth gets gradually more solar gain and then gradually less solar gain.
The earth's orbit is not a circle, it is an oval. And the oval changes shape over time. The difference between its narrowest diameter and widest diameter is 52 million miles.
In addition, the earth does not spin on its axis in a perpendicular line that stays perfectly straight. The earth wobbles as it spins on its axis. This wobble causes the earth to gradually get less solar gain and then as the wobble straightens out the earth gets more solar gain.
This is all very complex stuff and the math is a bit beyond me but these two factors (and there are many more factors that affect solar gain) dwarf CO2 in terms of the importance of the factor in a climate prediction model.
i am afraid that I do not buy the climate change bull..
The data was not "Fudged". The computer program that was used to create the hockey stick was programmed so that it would create a hockey stick graph from ANY data input into the program. The program was accidentally posted online for some time and many people have downloaded the program. It was proven that the hockey stick graph is a complete and total fraud.
I don't buy the excuse that the media is too scientifically ignorant to know the truth. I believe that the media knows full well that this global warming nonsense is an out and out lie.
Which is why the nutjobs stopped calling it "global warming" and started calling it "climate change". That way they can blame ANYTHING the climate does on man's actions.
Kind of like when the liberals blamed Hurricane Katrina on President Bush. Not the inept response to Katrina, but the fact that Katrina HAPPENED was blamed on President Bush because "his policies greatly increased the green house affect and led to a drastic increase in hurricane activity". What idiocy. For someone to believe that manufacturing capacity in one country for EIGHT years could so affect the earth's weather patterns as to cause an increase in hurricane activity shows that the "climate change" argument is for the purpose of creating political unrest and has nothing to do with the climate.
Cutting electrical energy consumption could easily be accomplished by installing solar hot water heaters and solar lighting on all the buildings in the country. This would cut electricity consumption by 35%. And it would cost far less than the con and tax plan. Plus it would put our construction industry back to work. Solar lighting and solar hot water heating are both well understood, proven technologies, inexpensive and cost effective.
Dear truth,
Although I have no respect for the media, you give them too much credit. They are really that dumb scientifically.
Now I feel old, but, all my life thier has been some kind of crisis out thier that would destroy mankind. I mean first rumored an Ice Age- then Acid Rain and who won't forget that great Killer Bee' rampage (and it became a movie where if course this littl girl tried too save her puppy–sniff sniff. Still to this day none of them transpiried except in "Hollywood" ie Headquarters of 'SHAWDOW GOV'T'. Wake up, do you really think the current Administration can out think MOTHER NATURE if the end was to occur? It's a scam – a hoax a way to spread the wealth and we have to stop them.
You lefties shoud check out Bjorn Lomborg. His credentials are fairly impressive. He actually believes the BS premise of AGW, yet totally disagrees with the "fix" proposed by Albert Gore, Jr. and the other panic-inducing profiteers like him. Lomborg asks the sensible question: "Do we want to spend trillions of dollars today to achieve a potential 22/100ths of a degree Centigrade reduction, over a timespan of 100 years, in overall temperature?"
I hate these sons-of-bitches, not so much for myself but for my country, and my unborn great-grandkids.
Obama and Dodd blocked legislation to reign in Fannie and Freddie in 2005. The two also stopped legislation to put a halt to sub-prime loans, mark to market, and to stop short selling. Once in control of the House and Senate (Jan 2007) Democrats stopped 14 attempts by the Bush administration to deal with these issues. All these factors played a key role in the financial system blow up.
George Soros also played a role. Throughout the summer of 2008 he hired no less than 500 people to short sell US banking stocks. He spend millions of dollars placing key people in position to "talk down" US companies and destabilize the system. Starting in Sept 2008 Soros in coordination with sovereign wealth funds, from the Middle East and Indonesia started to withdraw hundreds of billions out of US banks, leading to Paulson's TARP program.
It was TARP and Bernanke that saved the system. The current President? He just rode the wave, much like he has done his entire life. I am still holding out "Hope" he will get the message and "triangulate" like Clinton did once evidence direct government spending isn't as effective as leveraging money out of individual savings to drive an economy forward after a debacle like last year's. Clinton's much vaunted 90's boom started AFTER capital gains taxes were cut and the election of Republicans killed off any chance for the kind of nonsense we see coming out of Washington. Clinton was a leader. Obama, specially after the olympics -Afghanistan priority choice, is proving to be over his head.
Note my main point: Bush could have hit this though the executive by authorizing a Special Prosecutor, Treasury, the Fed. Once the leveraging issue was fully exposed redress could have been initiated, a TARP of sorts in 2006. A recession would have ensued then, less hurtful than now. Perhaps he was trying to avoid this. However these considerations were also on Democrat minds due to fallout attaching their programs to the meltdown would have done. Put the blame 55 – 45 Congress over the President. This IS a system of checks and balances between various arms of government. Each had a role, including Obama – Soros
How about you read the document that the Daily Telegraph reported on? But here is a cut/paste of where they tell us we need a planned recession. You can find it on page 18.
http://www.diannedumanoski.com/anderson.pdf
Unless economic growth can be reconciled
with unprecedented rates of decarbonization (in excess of 6% per year15), it is
difficult to envisage anything other than a planned economic recession being
compatible with stabilization at or below 650 ppmv CO2e.
Ultimately, the latest scientific understanding of climate change allied with
current emission trends and a commitment to ‘limiting average global
temperature increases to below 48C above pre-industrial levels’, demands a
radical reframing of both the climate change agenda, and the economic
characterization of contemporary society.
Please, that's just a bunch of alarmist nonsense. Complete and utter bollocks. The only one full if it is you.

Summit on Climate Change, New York, 22 September 2009
On 22 September, United Nations Secretary-General Ban Ki-moon convened a high-level Summit on Climate Change, ahead of the United Nations Climate Change Conference in Copenhagen in December. The summit brought together political leaders, including 100 Heads of State and Government. This was the biggest ever gathering of political leaders to discuss climate change.
Addressing the assembled leaders, Mr. Ban said:
"Failure to reach broad agreement in Copenhagen would be morally inexcusable, economically short-sighted and politically unwise."

A series of UNFCCC meetings are taking place thoughout the year, designed to culminate in an ambitious and effective international response to climate change, to be agreed at the United Nations Climate Change Conference (COP 15) in Copenhagen, 7-18 December.
The first round of negotiations this year took place in Bonn, 29 March-8 April. The second meeting took place in Bonn, 1-12 June. Informal consultations were held in Bonn, 10-14 August. The penultimate session before Copenhagen is taking place from 28 September-9 October in Bangkok. The last session before Copenhagen will be held from 2-6 November in Barcelona.
The Ad Hoc Working Group on Further Commitments for Annex I Parties under the Kyoto Protocol (AWG-KP) and the Ad Hoc Working Group on Long-term Cooperative Action under the Convention (AWG-LCA) will operate in full negotiating mode in 2009 to advance work towards meeting their respective mandates. Important ongoing work under the Convention will also be taken forward in 2009 by SBI and SBSTA.

He has changed it to "pollution reduction and investment," or "PRI." So, I think it's time we rebranded his cute phrase. I have some ideas:
Proven to Reduce Investment
Progressive Reduction of Investment
Progressive Raid on Investment
Progressive's Rape of Industrialism
Provision for a Reduction in Investment
I hope that gets everyone started. Have fun!
