California’s Costly High-Speed Rail Hoax: Using Borrowed Money to Build a Flawed Train
by Chuck DeVoreCalifornia has the worst bond rating in the nation, hovering just above junk bond status. A lower bond rating means higher interest rates when selling bonds – and California already spends $10 billion per year in bond principal and interest repayments.
In this, as in many other things, California leads the nation, for better or for worse (repaying the money borrowed for President Obama’s Stimulus will cost every American $280 a month for life).
Some people place a portion of California’s debt problem at the feet of voters who approve nearly every bond initiative, from $3 billion for an embryonic stem cell research bond to $10 billion in debt to build a high-speed rail system.
It’s hard to blame citizens of the Golden State for voting for debt when the most famous Californian, Governor Arnold Schwarzenegger, proclaims bonds “a gift from the future.” It’s also hard to blame voters for approving bonds when the bond ballot descriptions and arguments are chock full of shaky claims.
Take November 2008’s much promoted High-Speed Rail Initiative, Proposition 1A. Voters approved it by 52-48 after proponents, such as train manufacturers and unions poured $2.5 million into the effort. As with almost every bond measure, there was no funded opposition. The measure’s proponents, big business and labor unions, claimed that the trains would offer time-saving travel “AT A CHEAPER COST!” than air travel or car. And that, the train would, “give Californians a real alternative to skyrocketing gasoline prices and dependence on foreign oil while reducing greenhouse gases. Building high-speed rail is cheaper than expanding highways and airports to meet California’s population growth.”
Really? Who checks these claims?
A widely read California columnist recently noted that the cost estimates for the fast train were rapidly unraveling only 18 months after the vote. According to the signed ballot argument train fares were sold to voters as going for “about $50 a person” for a ride from Los Angeles to San Francisco. Now the estimated cost for that same train ticket has soared to $105. The doubled cost to riders has tanked train ridership estimates by one-third.
An additional report from the San Jose Mercury News revealed that the train’s crucial ridership numbers were based on an unpublished study rather than the disclosed peer reviewed documents. A High Speed Rail Authority internal memo indicates the public employees deliberately withheld the final assumptions, presumably to ease passage of the controversial bond initiative. (A trick learned from the Global Warming community, perhaps?)
Meanwhile, as the state teeters on insolvency, the repayment cost is still anticipated by the High-Speed Rail Authority to hit $647 million annually, an estimate that lacks even a basic level of credibility as California’s bond interest rates are expected to soar as they reach junk status.
I was pleased to author the arguments against Proposition 1A, along with Tom McClintock, then a Senator, now a Congressman, Senator George Runner, Jon Coupal, President of the Howard Jarvis Taxpayers Association, and others. We wrote that repaying the bond would cost $20 billion; or about $2,000 for each California family of four over the life of the bond. If California’s bonds go to junk status, the annual repayment cost would escalate to more than $960 million per year, taking an additional $1,000 bite out of the typical California family’s budget over 30 years.
Further, the bond repayment costs will be in addition to a heavy yearly subsidy from state taxpayers to keep the train from operating in the red. This train subsidy will take scarce tax funds from road and highway construction, as well as such mundane things as buses for urban mass transit.
California is tapped out. We can borrow no more. The question is, will voters realize this and start to hold on tight to their wallets in future elections?
As for the rest of America, look to California and take careful notice: incurring mountains of debt without the ability to reliably repay it comes at a high cost. Out of control debt encumbers future generations with crushing repayment obligations – essentially subjecting America’s youth to taxation without representation while consigning them to a life with a lower standard of living than their parents and grandparents.

This train will costs trillions to finish, be subsidized by WE THE PEOPLE, run by unions. Then the govt will start taxing gsoline so much that we will have to give up our cars and become sheep riding this train. It will not run on Christmas or Easter Sunday and seating will be assigned on the basis of affirmative action in order to maximize diversity. The train will require a daily greasing by union funds.

GW Bush tried repeatedly to stop the risky loans at Fannie and Freddie, but Barney Frank (and he is on video) kept saying that they were financially strong – right up until they went under. Carter and Clinton also deserve blame because they had the notion that everyone had the right to own their own home. That is not true. If you can't afford a down payment and can't afford the monthly payments and are the type that can't keep up with home maintenance then you DON'T have the right to own a home – you need to be a renter.

We citizens of Florida have been somewhat successful in stopping high speed rail here, but Charlie Crist and some members of the legislature have given us a giant middle finger. Just one more reason to vote for Marco Rubio in the primary. The governor's race is important too, one of the Republican candidates did fight in the state senate to end high speed rail. Perhaps she would be more effective in that fight in the Governor's mansion.

Even though it may be tough for you to conceive, there are actually plenty of people who comment on here who have a far greater intellect than you and me. Some of their posts are quite illuminating if you give them an objective read and most of them are being honest even if they do border on the acerbic. I don't really hate the people, I hate their ideas. The Ronald Reagan mantra that government is the problem misses the mark. Government can indeed be a problem, but it can also be an effective tool to deal with social problems that would otherwise go unsolved.
Health care is a prime example. If private insurance was the answer we would have never needed Medicare and we wouldn't have 30 million uninsured citizens. The fact that insurance companies get to pick and choose who they want to insure guarantees a system that doesn't work for all of the people.
Small government solves nothing, but effective government can provide the framework for a society that works for all of us.

In some cases, monopolies are the best thing because they are the only company that has a desire to produce a special good, yet they're still monopolies. Doesn't mean they're cancelling out all competition. Truly free markets actually deter monopolies because the amount of competition is limitless and anyone can go into a certain industry and prosper as long as they keep producing items that people like.

I disagree. Freedoms wilts under ineffective government. The size of government has more to do with population, external and domestic threats.
The antithesis of federal government power is not state government power… it is the giant corporate interests. Our government is as big as it needs to be to defend us from the multinational corporate interests who answer to no one but their shareholders. And they cannot be allowed to set public policy to meet the needs of their narrow profit interests. There has to be such a thing as a good corporate citizen, especially now that the courts have granted them human rights.
Either they work for us or we work for them.
Some monopolies are good and are granted by the state. In those rare instances they need to be regulated in the public interest and have oversight provided by the state.
Corporate behavior is fairly predictable. They use their market position to gain political influence, and then try to use political influence to limit competition.
Some industries don't respond to market forces. Like those industries that are vital infrastructure like power and transportation. We need those to survive and will pay what ever is necessary to get them. Same with health care. When you are sick you can't depend on market forces because you will pay anything to get well.

That statement is not quite accurate. The rail system *will* operate in the red, but the subsidy is what will enable it to do so forever (unlike commercially viable enterprises which have to survive without benefit of subsidy — as it should be).
The wealthiest taxpayers also pay the most in taxes. The top1% of earners pay more than the combined total of the bottom 90%! And, guess what – THEY EARNED THAT MONEY!!! Nobody has the right to take from one segment of society to give to another segment. And guess what, those evil rich people are the ones that provide the jobs to all the ungrateful people that are simply jealous that they aren't as successful. They also provide a lot of philanthropy.
Here's a clue…nothing that runs on a rail in CA has been successful since BART became the poster child for rewarding unions and incompetence. After 40 years it still hasn't returned a profit. Does the average Californian know this, hell no. They're too busy trying to keep their head above water, while being taxed into oblivion. This lifestyle works to the libtards' advantage because they control the content in broadcast news and sitcom programming so they are blithely uninformed living their lives.
Just because both house and the president signed a spending bill doesn't make it constitutional. None of this spending had to do with providing for the common defense or gthe general welfare of the US. And NO "general welfare" does not mean "welfare."
Let me comment on a number of your points…..
The govt is $3.8T this year of a total GDP of ~14T. Thats huge, far larger than any corporation. Govt is there to defend our rights. No more no less.
Remember if the govt is giving people something then it must take from someone else, ultimately by force. If you dont like what a business is selling you can walk away, vote with your wallet. You cant do that with govt laws. Thats why freedom wilts when government takes over providing products or services. Corporations only set their own policy, government reps set govt policy. If you dont like it complain to them or vote them out. Everyone of any note of either party has stated that the Healthcare system needs reform. Many of the problems come from existing govt regulations or lack of transparency in market dealings. A reform to fix and remove the problems would be well supported. Unlike the current proposals.
Note as well that corporations are representatives of human share holders. The Constitution demands that everyone be allowed freedom of speech whether they are organized as unions, or as non profits or even as corporations or not organized at all. Finally the Supreme Court got to overturn parts of the law that prevented that. Dont see that as bad.

The progressive tax system we use was made to take any burden of paying taxes away from the poor and force it almost entirely on the rich and middle class so that the socialist, who call themselves democrats, could use class warfare against the rich for the poor's (lazy) votes. $200 billion of the deficit is from the two wars that have been fought "off budget" for the last seven years. So if we subtract the $1.2 trillion that have been forced on us by the previous administration the budget is pretty much inline with the historical averages.
The supreme court had to over turn 100 years of case law that had allowed congress to regulate the amount of other people's money corporations could spend on a candidate to influence the process. We have now granted freedom of speech to property. It was a very narrow and poor decision and will not stand.

Having a flat tax would also have the effect that those that earn more pay more. BUT a flat tax would make every citizen "have a horse in the race". Those that pay no taxes (increasing close to 50% of all in the US) have no reason to vote for fiscally responsible reprentatives because nothing will affect them; nothing will come out of their pocket.

I was a big fan of Milton Friedman until Reagan and Thatcher came along and actually tried to govern using free market principles. Mika – I just got back from Brazil last month, they have a fast growing middle class, we have a fast declining middle class. You really need to learn facts. Just like you could not refute that the Income Tax is regressive and in most cases precludes the middle class from actually becoming wealthy – when your income is taken for the incremental additional work you do at higher rates, there's a huge disincentive to work harder. The wealthy's wealth (not income) is protected and not taxed until it is cashed in, in the form of capital gains. You fail to address the topic, and for that, I find you deceptive in your posting.

Your anecdotal experience in Brazil aside, only about one in 9 Brazilian teenagers can read and write. They are not well positioned to compete in a global economy. The ticket to the middle class in any society is education.
The middle class in this country has been under assault by regressive tax policies and fed policies since the time of Ronald Reagan. When we reformed social security all we did was double the payroll tax to finance tax cuts for the wealthiest Americans. We have become a culture that values capital over labor. Real wages have been stagnant for 10 years, even though productivity continues to rise.

I've been trying to sell my house here since two weeks after Comrade Obama won the election and our own socialist governor won her election as I knew I could not live under the tax burden of both a socialist President and Governor. Of course Obama and his policies have destroyed the country so badly I can't even get a beautiful house sold in over 400 days despite it being listed way under value. Twenty-five or thirty years ago, when the first "high speed trains" were built along the Washington DC — NY — Boston corridor ("The Northeast Corridor") the question was raised why didn't we build a similar train in California?
The answer then was that the topography of California — with the coastal mountains negating a coastal route and the Tehachapi range negating a valley route — was simply not practical.

The Republicans who were responsible for running up the deficits for eight years have been given a pass and the anger is focused on Democrats who are now "communists and socialists".
What disturbs me most about this movement is the patriotic arrogance that assumes anyone who disagrees with them are somehow less of an American than themselves. They have also taken a narrow view of the Constitution that has served us so well for over 200 years and claimed it for their own.
This must not be allowed to stand.
Hilarious, doing the dirty work of the road lobby, who can't stand the competition from something that will give the same transport capacity for less money, and unlike roads won't need an operating subsidy once its up and running.
Pretending that more government handouts to the road lobby now and perpetual government handouts to the road lobby to keep the system working is "smaller government" – including the taking of property required to force housing and businesses to provide the parking "for free" (that is, a direct tax instead of a money tax) to make the whole thing work.
This is why Republicans get into government talking about "small government" but always end up making government bigger. They always leave their own special friends out of the argument.
Let's not forget they're building the train in the most expensive real estate in CA, the peninsula of San Francisco (Palo Alto, Atherton, Burlingame, etc). They'll be spending billions on eminent domain and destroy the small town communities in their effort to build this gift to labor unions and politicians. Please let your local reps know that you are against this huge boondoggle.

. It will not run on Christmas or Easter Sunday and seating will be assigned on the basis of affirmative action in order to maximize diversity. The train will require a daily greasing by union funds.
