Why Does GOP State Official Dan Rutherford Want to Emasculate the Illinois GOP?
by Capitol ConfidentialIllinois State Treasurer Dan Rutherford is attempting to derail a move that would finally make Illinois a major player in Republican Presidential politics.
The dispute revolves around a proposed rule change to the process of selecting delegates to the Republican National Convention.
To understand the situation, you must understand the Illinois system. Currently, the Presidential Primary in Illinois is a so called “beauty pageant” – meaning the winner of the Primary election does not receive ANY delegates to the Convention. Under the current rules, delegates run individually and are not bound to any candidate. In addition, each delegate and alternate delegate is required to collect hundreds of signatures to qualify for the ballot and then run a campaign in an area the size of a Congressional district. This process makes Illinois irrelevant in Republican Presidential Primaries.
First, on the surface, this may seem like a system that allows maximum participation from Illinois citizens. But, in reality, collecting signatures and running a campaign in a Congressional District is an expensive operation. Only 4 states in the entire country even use this archaic 19th century process. It ensures that the only people who have the resources to qualify for the ballot are well known and well funded – and where does this funding come from? The Presidential candidates who run slates of delegates that will be loyal to them. Excluded from this process are hardworking Republican loyalists with “low name ID,” Tea Party activists, and anyone else not deemed a high value asset.
Second, and most damaging, is the system ensures that once the delegate slates have been filed, the Presidential campaigns disappear from Illinois. The Presidential election, as stated, is irrelevant when you are counting delegates. Why waste the money to win nothing? And it’s a drain on resources to attempt to run 60+ individual delegate races. So the campaigns allocate the resources to help high profile delegates get on the ballot. And then they are gone by December – weeks before the Iowa caucuses.
But recently, new rules have been proposed that would instantly make the state relevant – really relevant.
First, a new rule would make the Presidential Primary relevant to the delegate count. Under the new proposal, any candidate who receives over 50% of the vote would receive all of the delegates – a “winner take all” Primary*. Having the 7th highest delegate count in the country in a winner take all system would ensure candidates were opening offices, hiring staff, attending town halls, and giving Illinois the respect it deserves as the Land of Lincoln.
Second, eliminating the separate delegate elections would allow the winner of the Primary ensure that real activists are finally given the chance to attend the Republican Convention.
So, back to the original question – why is Dan Rutherford trying to maintain Illinois’ submissive status? The answer is Mitt Romney. Rutherford is Romney’s man in Illinois.
But, Romney is slipping in the polls, having already lost his lead to Rick Perry. He also faired poorly in the recent Ames straw poll in neighboring Iowa. At this point, the Romney campaign is probably not feeling very confident about winning the mid-Western state of Illinois. Their strategy revolves around funding a bunch of well-placed Romney-bots on the ballot as delegates. Lose the State, but win a majority of loyal delegates. Dishonest politics at it’s worst. . If Rick Perry wins the Primary, shouldn’t the delegates go to the convention and support Perry? Or Bachman, or Paul, or whoever the eventual winner is? Shouldn’t the Tea Party have an opportunity to have delegates at the convention? Yes. Yes. And Yes. But this hurts Romney.
So in steps Dan Rutherford and his recent letter to state party members on very official looking letterhead. But it may be too late. Last year, Illinois Republicans remembered what it was like to win, electing five new Members to Congress and Mark Kirk to the U.S. Senate. They are a Party on the rise.
At the beginning of 2010, it took balls to think the Illinois GOP could win anything. But they did. And it takes balls to stand up now and say you are sick of being a bit player and you want the Republicans in Illinois (not Boston) to decide who they will support for the Republican Presidential nomination. Hopefully, the state party members have the balls to make it happen.
*If no candidate receives 50% of the vote, the delegates would be allocated proportionally. They would remain bound unless released.

Why don't we just say, that until such time as Illinois can PROVE, beyond a reasonable doubt, that the elected officials AND elections held in Illinois are NOT corrupt, Illinois will have NO DELEGATES!!!

well, you can blame the illinois republican party for obama. see in the 2006 senate election, the leading candidate resigned. you see he had sealed records opened by the media(if only the media could open other sealed records), so the party chair, instead of letting the second and third highest vote getters make a deal for the statewide candidate, she imported keyes, who made the race about abortion, instead of the issues at hand. the number two vote getter was ready to hand off to the number three vote getter, and actually rallied behind him, but we got keyes, and we all got stuck with obama. so any foolishness by illinois republicans is to be expected, this is no accident.
I was going to say Chicago, Rahm,…but now you've moved on to international league corruption.

Try conjuring up a reason to have a non-binding primary and your head will hurt. The only thing I can come up with is to portray the illusion of having a democracy. But, we are NOT a democracy. We are a representative Republic! Arrrrrrg….

If this goes thru IL will NEVER get rid of the concrete boot that is on the neck of IL. The Reps are a joke in IL. As a lifetime Rep who’s is tired of the IL machine who only knows how to take my $ and give it to the masses via illegal representative govt. I have no vote because the D machine controls everything and most of the time no Rep bothers to even to run for office. The wheels are greased, taxpayers (workers) pay $ to the dem machine who spreads it out to their people who vote to maintain the money machine. Meanwhile property taxes are astronomical to little people while the dem machine gives their special people breaks to friends of dems because they own the system. The workers of IL are but a bank to spread their wealth around to the friends of D’s. to buy the next election for the D’s. It has not changed in the 50 years I have paid attention.

Since when? There are TWO parties in that state- one the Democrat nutjob Progressive Left (Barry and his buddies from Hyde Park) and the RINO Progressives. Always has been. A real conservative never runs; Bill Brady did last time (a fluke) for Governor, and the Dems stole that election with a thousand votes hidden in the trunk of a dead man's car, or pick your ploy. They use them ALL there.
Romney is the RINO pick. That doesn't necessarily make Romney a bad guy- or even a faux conservative. He isn't.
He is a businessman and a pragmatist with no real ideology, take it or leave it. But Perry, Paul and the rest of the field terrifies the Establishment here, and their cozy little enclave of corruption.
This is just business as usual for what has become one of the worst states in the Union…

Dan Rutherford is a self-aggrandizing, narcissistic egomaniac. Most of what he does is to keep the name and image of Dan Rutherford as much in the public eye as possible. He is almost comical in his narcissism. When interviewed, he frequently refers to himself as "Dan Rutherford, State Treasurer."
I'm confident that anything Dan Rutherford does, it is with the sole intent of promoting Dan Rutherford. Nothing more and nothing less.
That should be Romney's campaign slogan….

Republican Kirk Dillard is the one who sponsored and pushed through for Blagojevich to sign (prior to impeachment) the National Popular Vote Legislation that is now LAW here (subject to the adoption in other states of it of course). This winner take all scenario might sound like a beneficial a step, but it even further relegates Illinois voters to irrelevancy when set beside the NPV. Think it through. Hoodwinking is a pasttime here in Illinois.
Our current federal Republican Senator Mark Kirk supported cap and trade and even introduced his own rifle ban.

Whats Up, when a guy can win three counties, out of hundred and two, and "win" the governors office, there isn't much we can do here in downstate. Talk to the other Illinois, called Chicago, as they hold all the cards here.
Some say, well why don't folks run then? To that the answer is easy. The Democrats and their cohorts the Republicans, have hamstrung ballot access so tightly, made the requirements so stringent, that anyone who tries had better have a hefty chuck to dedicate to lawyers to keep the Bipartisan Chicago machine at bay. If you have that kind of money, or access to donors who will offer it, you can just buy your way to start with. See Mark Kirk…..
It occurs to me that write ins, a bunch of them. is the only way to break that machine. But heck, even THAT is hamstrung heavily (better have your acceptance paperwork filled out properly or the votes will not be counted for you even when cast for you).
Illinois is in deep and I fear most Illinoisans don't even begin to understand just how far.

Even though the system to select delegates seem to be archiac there is nothing anyone outside of the State of Illinoise can do about it. If the Mitt can influence the delegates by essentailly buying them that will spek volumes in what type of person he really is.
Why is it that each major city are the ones who determine who the delegates will support for President? Why are the major cities the ones that seem to be not able to take care of their own problems and need the help (Taxes) fromt he rest of the state and even the Fed govt?
Could it be that all these programs that have been inacted topossible help people are always directed at those residing in the major cities which in turn leads to relection of those who bring home the bacon.

It sounds like redistricting will wipe out the few GOP representatives IL still has. I don't see much hope for IL, anyway you look at it.
Rutherford could be a Democrat mole. Proof would be if he had a hand in nominating McCain in '08.
Illinois is a joke. We thought Bill Brady stood a great chance of winning. Take out Cook county and he may have won, but we are suffocating under the iron fist of Illinois. BTW, Brady won 99 out of 102 counties. 3 counties cost him the election. Says it all.

Maybe this new hogwash with the crazy Rutherford/Romney conspiracy theory is some desperate response. Who knows. But what I do know is it's completely dishonest and whoever wrote this "article" is clueless about the law and about the politics. Plus, anyone who knows me knows I've been a big critic of Rutherford in Illinois. And I can't stand Romney. I proudly support Rick Perry.
But I give credit where credit is due. Rutherford is right on this one. Even a blind squirrel finds an acorn once in awhile. Also note, Rutherford and I are hardly the only Republicans against turning over all power to select our delegates to an unelected State Central Committee that has an incredibly long record of failure and self-dealing. I've heard from a LOT of Republicans on this issue and the only ones supporting the power grab advocated on this blog are those old IL GOP insiders and a handful of useful idiots.

I think Braitbart needs to try reading Dan Rutherford's letter a little closer This is an attempt by the Illinois GOP Central Committee to take away voter's preference and put it all in their hands. Instead of allowing the voters to choose the delegates to the National Conventions, the Central Committee will appoint them. Now, just who do you think the Central Committee will appoint? the persons who were out on the street walking and working to get a candidate elected or their cronies? Dan Rutherford has done all Republicans in Illinois a favor by leaking this backroom, doors lock, attempt to consolidate more power in the hands of the Ill. GOP Central committee and out of hands of the voters. Thanks Dan.
