New York Targets Bagels to Fill Budget Hole
by Capitol ConfidentialNew York, like most states in the nation, is facing a nasty budget hole which Gov. David Paterson attempted to fix earlier this summer by pushing through a tax hike on cigarettes. A pack of smokes now costs as much as $13 in Manhattan, but the high taxes being levied may not be helping to close the state’s budget gap. Revenue from cigarette sales following implementation of the 58 percent increase in tax levied by New York State totaled $125 million last month. During July 2009, it totaled $119 million.
Now, facing ongoing budget problems, New York is moving to impose taxes on a good the state is known for producing, and which many of its residents consider indispensible: The bagel.

An obscure provision in New York’s tax law allows Albany to tax “sliced or prepared bagels (with cream cheese or other toppings),” and the tax collectors are moving on bagel shops across the state. A particular target appears to be Kenneth Greene, who owns over thirty Bruegger’s Bagel franchises in New York. Greene’s customers are livid at the eight-cent per bagel tax being levied. In response to customer outrage, Greene has posted signs reading “We apologize for this change and share in your frustration on this additional tax.”
Other bagel shop owners meanwhile are holding out hope the tax collectors refrain from targeting them next. “I hope they don’t come after me for that,” said Florence Wilpon, a founding owner of Ess-a-Bagel in Manhattan, per a quote in the Wall Street Journal.
Taxpayer advocates have repeatedly argued that the best way to close budget deficits is to cut spending, rather than pursue tax gimmicks and other measures designed to increase revenue from consumption of various goods. No doubt many bagel-munching New Yorkers now find themselves in agreement.

Florence Wilpon, a founding owner of Ess-a-Bagel in Manhattan, had better hope the Tax Man does not read BigGovernment, or the Wall Street Journal.
Just how do the Poor pay 13 bucks for a pack for Smokes?
I can see the Poor going to the store and buying a bag of Bagels, Cream Cheese, and other toppings, taking everything home, and putting it together there, but 13 bucks a pack for Cigarettes?
Adding insult to injury is the Poor cannot use food stamps for cigarettes.
Rather than face the difficult decisions necessary to fix the budget, they throw out another tax. BTW, isn't New York one of the heaviest taxed states? Guess the politicos don't want to balance the budget or cease their spendthrift ways. If memory serves, once before the American taxpayer had to bail out this state. Time to say to the politicos there to man up or shut up. From what I have read about these parasites, they are only good at posturing and bloviating.
Depends on your point of view. Do we exist for the benefit of government? or does the government exist for our benefit? Their way of thinking is to tax whatever comes to mind to raise funds to keep the bureaucracy well fed and sassy.
Truely is amazing how these IDIOTS never think about reducing their spending,,,only raising their taxes. Any wonder whay our economy is in the sate it is? Also they keep blaming Bush for the bad economy,,,,,,but it has been 4 years since the dems started bad mouthing the economy to gain power,,,which they did 3 years ago,,,,at that time they were griping about the 4.7% unemployment rate,,,,I guess they felt it was not high enough. GOOD JOB PIGLOSI AND REID!!!!
Smokers tried to tell you……..
Alcohol drinkers tried to tell you………
Soda drinkers tried to tell you…..
Salt eaters tried to tell you…..
Maybe now that Bagel eaters are finally saying the same thing, folks will finally listen.
Somehow I don;t think holding my breath on that is a wise idea.
We exist to be free, government exists to protect and defend that freedom.
I give the Govt and "F"
I hope you are being sarcastic. I could care less how the poor pay for their ciggies but they better NOT use MY money to do it.
Tea Party, hmmm, I think New Yorkers need a Bagel Party…Grab their
bagels and thow them at the tax collectors!!
Roger that, on both counts.
The Post was meant to be sarcastic. Not a lot one can do once the Liberals start Taxing….. except try and inject a little levity.
Jews get their bagels taxed in NY, Christians cannot get their church built in NY that was destroyed by muslims on 9/11 but those sympathetic to islamists get to build their mosque at Ground Zero.
Welcome to New
YorkMecca. What else would you expect in the land of Bloomberg, Schumer, Gillebrand etc. They're for the MOSQUE right? They have their "Partnership for a New Economy for America" which is Pro AMNESTY, packing New York with UNKNOWN ILLEGALS. That's REALLY SAFE, sarc.
So their thinking is, uh, not so rational, and not so much for SAFETY or increasing New York's QUALITY OF LIFE! imo. Didn't they recently have a bomb incident in Times Square?
Lets see, bomb scare, highests taxes, ILLEGALS RUNNING WILD with Drug Resistant TB. Which ones are the Terrorists? and now more Taxes. Think how much lighter and how much more room there would be in NYC if only the ILLEGALS were deported according to our existing "Federal Immigration Law" Really Bloomberg?
THIS WILL NOT STAND!
They're already trying to tax carbon dioxide. These SOBs would have us all wear meters over our heads so they could tax the oxygen we breathe, if they thought they could get away with it.
Maybe they need to tax bedbugs /sarc
Soon, the Muslims will be driving 24 hot nails into your body:

Why would anyone expect what WE call reason and logic, from the Progressives (statists) who govern in New York?
To them, TAXING sliced bagels and assorted toppings is perfectly logical. If you like something, and derive any pleasure from it…it will be taxed.
I wonder if they'll tax pets and pet food next, if they haven't done so already.
The government exists for we the people. We are the government. However, over the years we have been lax in our stewardship. We will begin to rectify the problem this Nov and continue to do so from now to the end of time. Freedom is neither cheap nor easy, but it's the best thing going.
Panera in Ohio already has people paying premium to toast their own. Just sell a plain Bagel and provide a slicer, toaster and packaged toppings. Sadly the shop will need less workers, but save money and be able to sell less costly yummy delights. Just another Democratic Party solution by taxing only making the problem worse.
Each <snark> tag'll cost 'ya.
Next to the Government, as far as scams and running rackets, the Government (Federal, State, and Local) makes the Mob look like a bunch of rank amateurs.
NYC ought to tax their government's stupidity. All 50 states would be in the black in hours.
Isn't resorting to constant tax raises and scouring the earth for new things to tax basically an admission of failure?
I mean, a creative, proactive results based organization would certainly be able to come up with new ideas or approaches to build progress.
What is progressive about constantly widening the tax base??
It's lazy, uninformed, uninspired, careless, reckless, ignorant and destructive.
I mean, really, the ONLY thing that can ever be thought of when faced with government budget issues is to raise taxes?
No wonder none of these academic fools actually works in private industry.
They'd never survive.
Hey, NYC has the bagel tax. Mission, KS, has the so-called driveway tax. They're sending out assessors and taxing everyone that has any road traffic to and from their buildings. Private citizens get taxed for the approximate usage of their private drives, schools get taxed when parents drop off and pick up kids and staff arrives at work, businesses get taxed for the amount of traffic going into and out of their parking lots. The money is supposed to pay for road maintenance. So, just wait; if it flies out here, you can expect it to appear everywhere soon enough.
I agree, but BO and the dims need their votes. They will all get taxpayer funded bailouts unless we get conservatives in congress to stop the unwarranted spending with our now funny money..
OY VEY!!!!!!!
well the smokin' notzees killed the golden tax goose…not only does gubmint sub-sa-dize tobacco but they taxed the hell out of it…now less smokers=less taxes comin' in=higher taxes=less smokers= you get the idea right???
well isn't a bagel in the morning a religious act??? I know many who pray while slicing them…the prayer goes like this..dear lord protect my stoopid fingers from this dull knife while I slice my onion (use your favorite flavor) bagel…ah ha thank you lord…if it didn't go well %#$@!**&%$ works too…so if you make begals for a livin' YOUS SKREWED!!!
Government is running out of ways to tax us and we are running out of money to pay tax. When we do, then what?
We work for the government whether we admit it or not. We are right where the founders tried to keep us from being and by God the politicans are beating our brains out. It;s past time to dig in and revolt against this terrible sitution that we are living with.
Vote the bastards our, Democrate Socialist and Republicans alike. If congress won't establish term limits then we must do it on our own.
Damn, I'm mad as hell tonight! I think I'll go beat a county comissioners butt in her front yard just to make me feel better.
I wouldn't put anything past Mosque loving Bloomberg, and his "Partnership for a New Economy for America" which connects Amnesty with making money in some wierd way. He is a Billionaire right? He's sure no Ronald Reagan, or George Bush who kept US so safe after 9/11 !
I love Bushe's quote "We'll hunt you down!" and he dam well did. He hung Saddam Hussein on TV! ….What are the Dems doing for US?…Bankruptcy, Union Dictators, Socialism, marxism, Turning our own Country in to the UN! What?
These people are diabolical, I'm sure they're already dreaming of doing this in the future. They'll probably want to measure and tax the 'poisonous and deadly' gaseous emissions emanating from our posteriors as well!
If you live in NYC under Bloomberg, your skrewed, imo. Mosque, Times Square bombing, A Partnership for a New Economy for America which promotes keeping ILLEGALS, now taxing Bagels! Oy gevult!
First they came for the cigarettes… but I didn't smoke…
Then they came for the Booze, but I didn't drink much…
Then they came for the soda, but its bad for me anyway…
Next was the Bagels… and I began to get worried…
And now the EPA is going to tax the very air we breathe….
Ditto!
Progressive = Regressive….as demonstrated by your analysis. Good job. You bet they'd never survive where they'd actually have to deliver an ACTUAL service or product. This is a government populated by bureaucratic parasites! They exist ONLY because they can suck the life out of us through taxation. They are 'Progressive Parasites' bleeding us to death !!
Why not? They want to tax us on the air we breath.
Bast%^&s
Good post !
I think rather than taxing bagels, NY should tax failure. That would discourage people from failing and make everyone more successful.
Brilliant, isn't it?
I heard the govt wants to put methane monitors on cattle and charge the ranchers and farmers a carbon offset tax.
Yeah, I love New York. I love it where it is and I am so thankful I will never have to live there. What a bunch of stupid losers. $13 for a pack of smokes? Taxing a sliced bagel? You have to be a complete idiot to support this stupidity. It's easy – stop spending money you don't have as the rest of us in America are getting tired of carrying your lazy, corrupt butts on our backs. What a bunch of crappy parasites New Yorkers turned out to be. New York used to be something. Now you're just another Detroit nightmare – Zimbabwe in the New World.
Do you know what the difference is between New York and Zimbabwe? We have hope that Zimbabwe will change someday.
hahahaha…my gubinator has bigger balls than you gubinator and blewimburg combined…and she wears a skirt…we call her Jan Brewer, out here in aridzona…now the skirt thing may throw some forkers off…I heard anytwosum newsum of frisco wears one….
This is how it is ('solutions' like bagel taxes) in the Progressive Parasite Paradise. 'Tax and spenders on steroids', and their enabler- constituents, continue to come up with 'their solutions'…..that consist entirely of TAXING. Obviously, SPENDING CUTS are anathema to them.
This version of 'governing' can only be stopped this November, plus continuing exposure and scrutiny, in places like this site.
not the stuff goin' in….the stuff goin' out….it's called a carbon(monoxide) tax…just make the scumsuckin' politicians quit breathin' out….solves a lot of problems…..
A Bagel Tax, eh?
That is definitely anti-Semitic.
Ha ha ha! A Bagel Tax! I seem to recall a revolt some time ago that involved a tax on tea. It happened in Boston and was one of several shots heard before the start of a revolution. Is it time to throw bagels into New York Harbor or what?
When they taxed alcohol, I said let those drunks pay
When they taxed tobacco, I said let those foul smokers pay
When they taxed fast food, I said let those fatties pay
When they taxed my beagles… the drunks, foul smokers and fatties just laughed at me 'cause now I had to pay

I didn't see an "Illegal Alien" or "tortilla" tax. They must be a protected class.
Thank you my friend.
Good posts!
Be careful…you might inspire them to charge an "extended Internet post tax"
Reminds me of Evanston Illinois where the downtown area had an ordinance that there could not be any fast food restaurants in the area. So Burger King simply made customers bag their own food. You ordered and they had a bag stand where you then bagged your own stuff. Voila… not a fast food restaurant.
And you morons in New York just keep right on electing democraps. Your motto must be "Thank you sir, may I have another"
Just what the halal are you tryin' to say here?
You have style ! LOL
I like that.
Mufffin Tops, just the Tops , that is where the Big money is, or maybe Soup maybe they get it from the Soup Nazi..
That was funny!
We should take our comedy act on the road.
Thanks.
I just blurt things out. Normally they fall flat.
I have replied to this sentiment before and caught some flack. The people of California are citizens of the United States and some of them are patriots and my brothers. I do not suggest we bail out the government but we must close ranks with our fellow countrymen. How that takes place is beyond my pay grade but just as Greece must comply with certain conditions so must California. They must be rehabilitated.
Not around here, keep it up, many of us enjoy your posts.
Thanks.
I enjoy your as well!
Throw delicious bagels into the harbor?
Are you mad?!?!?!?!
Conversely, pelting politicians with stale bagels will give a reasonable approximation of a stoning . . .
What's next? Pizza toppings? Wouldn't surprise me.
That works for me! Let the bageling begin!
Under Fascist Mussolini the people existed only to support the State. Much like our DEMOCRATS and
II Duce Obama…
It won't be long before we turn this ship around! Hang on. No one can defeat a furious electorate! America is coming, guns a blazin!
"Let them eat bagels – sliced or in the store so we can tax them more." The favorite words of Democrats are "tax", "racist", and "greedy rich" and "evil corporations."
I love it! Bloomberg will be gone in a "New York Minute" and Schumer too!
They want to tax CO2, how long before they tax O2 usage?
This is TRUE, I've read the same thing. Fart taxes on cattle. Also want to tax you Driving your car based on how many miles you drive per day. Ahh, America, the Land of the ONCE Free.
Thanks!
Yep – I thought about that! But when I saw that list earlier today and then read the bagel tax – well, it had to happen!
Government has no reason to FEAR us, we're all too moral and weak to fight back.
Dump Bloomberg and his "Partnership for a New Economy for America" CODE for Amnesty and maybe ObamaCare too!
and dump Schumer, Gillibrand & all the other Dems. Enforce our "Federal Immigration Law" which will lighten up NYC by a ton. That's a good start.
There are a lot of dangerous 'drifters' floating around NYC that need to go. Which ones are Legal? Terrorists? Bloomberg getting himself a 3rd Term when he was only supposed to have two terms, was a huge mistake for NY!
There's that pesky history thing again.
Governor Jan Brewer is an American Hero! and so is Sheriff Arpaio! Paul Babeu is amazing too! In Nov. I'm looking forward to kicking Obama's and Holder's and that Zombie Janet Napolitono's butt on behalf of Arizona!
I heard a rumor that the reason obama is keeping the Borders open is agreements with Central America, So. America and Mexico. I don't know what those deals are, but they don't sound like they have the American people's Quality of Life, or Safety at heart! Are they using it as a communist gangplank? I don't feel safe anymore.
Having a bunch of Socialists running the Fed Govt, who are friends with the worlds worst Dictators is the first tip-off that we have to EVICT TEAM OBAMA FROM "THE PEOPLE'S HOUSE!"
Constantly raising Taxes is INBRED into EVERY DEMOCRAT Politician these days. Just pass it along to the "Suckers", we'll take thier money a dollar at a time 'til we have ALL of it. If Politicians were in business SELLING Bagels they would ask $200 per bagel. It's time WE THE PEOPLE set the budget for them to live WITHIN and prohibit them from "Punishing" us by eliminating Police, Firefighters and Trash Collections untill all Bureas are cut to the functional Bone.!
So a 58% cigarette tax hike results in a 5% increase in revenue. Go figure. I think they call that the Laffer Curve.
Years and years of collecting Tolls, Gasoline taxes etc. specifically for Roads, Bridges and maintenance have disappeared into the Benefits and Pensions of State workers and Politicians. Just ask how much a Rig/ Trailer owner pays in Fees and Use Taxes per year.. It' in the Thousands for ONE TRUCK.
As long as you have a buck in your pocket there is a politician out there somewhere that is going to find a way of stealing it from you.
Thank You Jackie Mason…… Also the $13 a pack for cigaretts in NYC means the merchant sells less cigarettes, makes less profit for his business, which means he has less money to spend, buys less merchandise and pays less Taxes. Just typical Democrat logic at work…
Blame Bloomberg and Schumer! No more career politicians. TERM LIMITS! (you too Bloomberg)
AS SOON AS WE LET THEM………Sorry, the Ballot box is not ensuring Good Government any longer…
In Iowa (and many other states) there is a $50 annual "carpenter tax". Technically it's called a "contractor registration fee" but aside from getting a nice yellow piece of paper with your name and a "contractor registration number" the only reason for paying it is to avoid the $500 fine for not having it. Other states call it a "license" and make you take a quiz and some states have higher fees – so I shouldn't complain, but it kind of pissed me off that just as the housing industry was collapsing they raised it from $25 every other year to $50 every single year, because, you know us carpenters are making WAY too much money these days.
I'd love to hear Mr. Laffer and Steve Moore way in on this!
But Obama will NEVER have enough money to pay his "Failure Tax"
Yeah Patterson…
Tax the Bagels, that will solidify the Jewish vote. You moronic RATS are great on critical deep thinking! /Sark
Look at who they KEEP Voting for; Bloomberg,Schumer, Wiener, Gilabrand, HILLARY, Nadler, etc, etc, etc,….. They LOVE being Liberal and they deserve what they get……
I'd like to hear Milton Friedman weigh in on it, but I'm not a big seance fan…
I'll have to hide the Holy Communion Wafers in my Catholic Church……..
This is really going to piss off the folks in Mattoon, Illinois.
Actually . . .
Patterson is already a lame duck. This will all fall on Andrew Cuomo if he manages to overcome the backlash over backing Obama on the GZM, and Lazio and Palladino split the anti-Marxist vote.
Or at least outlaw the only known chemical that will kill them! Oh wait, the feds already did that…
I find it ironic that the USA made its way onto the worlds economic stage by growing tabacco….of course, now we are ready to legalize marijuana and tax it to death too!
Agreed! and "Spend" and "I hate prosperity" "I love Unions" "I hate transparency" "World Global Order" and –
"You have to pass the Bill so that you know what't in the Bill"
Just like CA, NY will collect this newfound money and spend more than the $150 million they just collected in this budget cycle and scream that they do not have enough money next year….
Right. Look at Government Contracts where everything is quintupled in price! Less govt., More free markets and we'll be fine.
Sounds like Bloomberg, Obama, and the Unions are working in KS too!
Sounds like you would not have any issue if they were buying weed to smoke
I resent you getting federal money to kill/abort a baby if you enjoyed doing so
