Stealth Energy Tax Hike on Senate Agenda for September
by Capitol ConfidentialIn a little remarked upon move earlier this month, Sen. Max Baucus (D-Mont.) put forward a legislative proposal to raise taxes on energy companies by stripping them of the ability to claim a key tax deduction.
Known as Section 199 relief, the deduction in question has been available to companies engaged in energy production, as well as manufacturing, for several years as an incentive to encourage operations and employment.
However, under an amendment introduced by Baucus, which could be voted on in the Senate next month, that deduction would be eliminated for certain players in the energy industry.
According to a memo obtained by Capitol Confidential and written by Senate Finance Committee staffers Scott Mulhauser and Erin Shields, the Baucus amendment is intended as a substitute to another introduced by Sen. Mike Johanns (R-Neb.). The Johanns amendment is itself intended to modify the Small Business Jobs Act.
The memo states that “the Democratic alternative… would repeal Section 199 of the tax code, which currently allows these corporations to deduct six percent of their income from oil and gas production from their tax liability, effective December 31, 2010.”
While the amendment is aimed at the biggest energy producers, opponents say that the amendment is still dangerous.
LSU business professor Joseph R. Mason, who has been studying the effects of the Obama administration’s moratorium on drilling on the Gulf Coast community, recently wrote in an op-ed in the Wall Street Journal that according to some research, “this repeal would cause the U.S. to increase its reliance on imported oil from politically unstable nations, cost the economy 637,000 jobs, and reduce household earnings by nearly $35 billion over the next decade.” Dr. Mason further noted that according to the Congressional Research Service, repeal would “adversely affect domestic production and increase imports.”
The Institute for Liberty, known to comment on misperceptions of energy industry profitability and subsidization similarly noted in earlier in July— when tax hikes including this one were first being mooted— that such changes would “increase taxes on energy companies and consumers.”
The Mulhauser-Shields Baucus Finance Committee memo does not address this point, focusing instead on the claimed benefit to small businesses of other provisions in the amendment.
However, opponents of the measure say they intend to raise the profile of the Baucus amendment, and all its content, ahead of any forthcoming vote.
“They can’t claim to be pro-job while being anti-business,” said one energy industry representative quoted above, “and November is just around the corner.”

Ya know, I don't usually put much stock in professors that come out with incredibly precise numbers relative to this or that government policy. It just seems so fake. But when Prof. Mason uses the simple words of the Congressional Research Council " yeah, if you pass this thing consumers will take it in the shorts" it does give him more credence.
It's truly stunning how these legislators, *knowing* how bad unemployment is, and has been for this entire administration, continue to push bills to the floor that have a net effect of destroying jobs…..

I don't consider it a prophecy, I think its a no-brainer when you consider who will be hit hardest by the increases and what their likely reactions will be. The most outrageous and devastating harm will be brought on by the cost of food exploding, it also suffices to say that since it requires energy to move water will also "necessarily skyrocket". The only choice that will be given to avoid the human suffering portion of this prediction is to create a government controlled system of food production and we know where that leads. This will absolutely destroy the economy and will lead to a famine in the US when you couple this economic idiocy with the insane restrictions on pesticides and herbicides that the EPA are about to impose on farmers. One of the saddest routines that played out over and over again during the Holomodor was the use of starvation as a way to extract information from desperate people. My accountant has informed me that the new Obama taxes coming my way as a result of Health Care and Finance Reform Bills is a "death to Small Business". Come 2014, 30% to 40% of an employees check will go to "health insurance". Because of the evil rich (anyone who is not on welfare) …no longer will there be "free" checking accounts or "no fee" credit cards …why? Congress has imposed a tax for both. All of Congress needs to be prosecuted, indicted and jailed for their dereliction of duty and their corrupt, criminal activities and their violation to their Oath.
Add to that a hiring freeze ( or severely reduce hiring) to reduce the number of federal civilian employees. Rotate existing employees into departments that lose critical employees.

IIRC, the Export-Import Bank is making the $2B loan. The loan does not involve taxpayer funds.
The loan is not really a loan to Petrobras (Brazilian oil company). It is a line of credit for American companies which want to bid on work or supplies for the project.
The credit line was approved in April, 2009 when the Bank was run by Bush appointees.
