California Air Resources Board Spends $800,000 to Bolster Latest Pet Initiative
by Capitol ConfidentialCalifornia’s Air Resources Board (CARB)—long considered a foe of conservatives nationwide— has shelled out close to $800,000 to bolster its latest pet “green” initiative, Capitol Confidential has learned.

A study released last month, which draws positive conclusions regarding CARB’s favored “feebates” program, cost a whopping $796,641 according to a document found at CARB’s own site. That has some observers scrutinizing CARB’s activities thinking it could come under renewed and sustained criticism.
California is currently mired in a fiscal morass that seems almost intractable, with many in the Golden State blaming overspending by government for the state’s fiscal woes. Assembly Democrats have proposed plugging the state’s budget hole via $9 billion in loans, whereas Senate Democrats want to suspend $2 billion in corporate tax reductions, among other measures; the state budget deficit, meanwhile, is reportedly as big as $19 billion.
The “feebates” program is a CARB priority, however. The agency sees slapping a tax on new, higher-emissions cars purchased by Californians, while offering a rebate on new, lower-emissions cars, as a key to combating climate change.
But California’s steps to curb climate change, including AB 32, have recently been taking a lot of incoming fire with the state’s finances, and economy, in the hole. “There is a sense, even among some Californians who generally do consider themselves ‘green,’ that they’ve gone too far,” a California political source told Capitol Confidential. “CARB in particular has come in for a lot of criticism, and their dropping this sort of money on a study that seems designed to validate their pre-existing conclusions is probably not going to help, especially when voters are angry about 12 percent-plus unemployment and the budget situation.”
Moreover, the substance of the “feebates” program is likely to anger fiscal conservatives, as well as automakers.
Anti-tax advocates say it will raise taxes both directly—i.e., for purchasers of less efficient cars—and indirectly. In France, where “feebates” have also been used, critics say rebates wound up exceeding taxes paid, and the result, says one individual tracking the proposal with whom we spoke, has been generalized taxpayer subsidization of the program. In Canada, meanwhile, the “fees” arising under their “feebates” program have reportedly been kept in place, but expensive rebates were ended.
Automakers, for their part, seem to see the proposal as unnecessary and redundant. According to Dave McCurdy, President and CEO of the Auto Alliance, “automakers are [already] investing heavily in more fuel-efficient autos” which should mean that what some describe as government coercion is not in fact necessary to get consumers to purchase more fuel-efficient vehicles that emit less.
Still, CARB is expected to pursue the “feebates” program, relying on its costly survey to justify its actions.

Now, to be fair, Climate Change does happen. 100,000 years ago, I'd be buried under a mile or more of ice sheet where I'm sitting. However, the idea that humans cause climate change … that I can heartily agree with you on – it doesn't exist.

California suffers from a mass psycho-social mental disorder. Their disorder is also communicable so steps must be taken to limit their infection to that state only. I propose that our state (AZ) extend the SB1070 to include Californians.

If they are going to give rebates to people who buy fuel efficient cars that should mean that they will purchase less gasoline which should also lead to less oil needing to be drilled for and in turn their will be less chance for environmental damage due to an oil spill. This leads me to the following question, if people are using less gas due to the more efficient cars what will that due to taxes collected on gas purchases? The gas tax goes to help maintain our roads, so will the reduce gas purchasing also effect the condition of our roads? I guess they will just have to raise taxes on gas, so in the end the consumer actually will not save any money on purchasing these cars because they will just raise taxes some where else to recover the lost tax revenue.
So much for hope and change or did they mean that they hope to make a change?

Speaking to a friend of mine in the trucking business. California has enacted a law that big rigs with refrigerated trailers, reefers in the vernacular, must comply with a Calif code requiring a specific refrigerant. Older trucks can't comply without many thousands of dollars of upgrades. The result is a lot of trucks ca no longer haul reefers into or out of Calif. In addition, they added a tax break for those Calif truckers with a compliant reefer who will only haul within California's borders. These people are breathtakingly dumb.
Quarters, nickels and dimes. Save the pennies for checking tread wear. Once again, you are proving as so many conservatives, that critical thinking cuts through all the obfuscation like a razor on a tomato's skin. Let us keep asking the questions and calling out the nonsense. In the end we win.

AZrobert, with AB32, CA has caused the displacement of millions of dollars worth of equipment to the East of CA. All the equipment that cannot be used here is sold elsewhere. So, all it did was displace the problem. Another Brilliant move.
I have come to believe that most people elected to office have left their brains at home once they are in office. When has any of our govt's ever performed their tasks with less money? The govt's never reduce any of their spending, they only shift their spending from area to another so that they can show that they cut spending one area with the hopes that no sees that they raised spending some where else. The real problem is that the money goes to chuckle head central and they believe that the money is rightfully theirs to spend in full.

Hey StoryKeeper I was in AZ last Saturday for the Phoenix Rising Rally, I fell in love with AZ! People walking around with 9mm strapped to their waists! I love it! IUDAD JUAREZ, Mexico (AP) — Pointing their rifles, Mexican security forces chased away U.S. authorities investigating the shooting of a 15-year-old Mexican by a U.S. Border Patrol agent on the banks of the Rio Grande, the FBI and witnesses told The Associated Press on Wednesday.
Shortly after the boy was shot, Mexican soldiers arrived at the scene and pointed their guns at the Border Patrol agents across the riverbank while bystanders screamed insults and hurled rocks and firecrackers, FBI spokeswoman Andrea Simmons said. She said the agents were forced to withdraw.
The Mexican authorities accused the Americans of trying to recover evidence from Mexican soil and threatened to kill them if they crossed the border, prompting both sides to draw their guns, said the 16-year-old boy who asked not to be further identified for fear of reprisal.
A U.S. official close to the investigation told the AP that authorities have a video showing that the Border Patrol agent did not cross into Mexico. In fact, the official said, the video shows what appear to be members of Mexican law enforcement crossing onto the U.S. side, picking something up and returning to Mexico. The official was not cleared to speak about the video and spoke only on condition of anonymity.
Alejandro Pariente, Chihuahua state's regional deputy attorney general, said the U.S. Border Patrol has given him video which he is reviewing. He declined to describe it except to say that it has sped up the investigation.
The two killings have provoked anger in Mexico like no other recent controversy surrounding immigration, including Arizona's new law making it a state crime to be an illegal immigrant and President Obama's decision to send the National Guard to the border.
Although many Mexicans were unhappy with both initiatives, popular and official reaction had been subdued, in contrast to street protests seen in previous years when the U.S. has cracked down on the border. Many Mexicans have since given up hope for a quick solution to the immigration problem, while other issues including growing drug violence have taken center stage in relations between the two countries.
That has started to change with the back-to-back deaths of two Mexicans at the border: the teenager killed Monday, and migrant Anastasio Hernandez, 42, who died after a Customs and Border Protection officer shocked him with a stun gun at the San Ysidro border crossing that separates San Diego and Tijuana, Mexico. Anastasio Hernandez, who had lived in the U.S. since he was 14, was buried in San Diego on Wednesday.
Mexican news media were filled with images of the 15-year-old's bloody body and his grieving relatives. One tabloid ran a large photograph on its cover, with the banner headline "Grindaderas," salty slang that roughly translates as "things Americans do."
Mexican President Felipe Calderon pledged to "use all resources available to protect the rights of Mexican migrants," and his foreign secretary, Patricia Espinosa, said Mexico wasn't taking the Americans' word that the Border Patrol agent had been defending himself from rock-throwers when he opened fire.
Chihuahua state Gov. Jose Reyes Baeza blamed the two killings on racism fueled by Arizona's law.
"We believe that this killing, the second in recent days in the border between the two countries, is due to xenophobia and racism, derived from the approval of Arizona's anti-immigration law," Reyes said.
Meanwhile, the Border Patrol released statistics showing that assaults on agents along the border between El Paso, Texas, and Ciudad Juarez, Mexico, were on pace to far exceed totals in the previous four years.
In the past seven months, Border Patrol agents in the El Paso sector have been assaulted 33 times, compared with 39 times in the entire previous year. Twenty-nine of those incidents were rock-throwing, compared to 31 such incidents in all of fiscal 2009.
At least one rock came from behind the agent, who was kneeling beside a suspected illegal immigrant whom he was holding prone on the ground, Simmons said. The agent told the rock throwers to stop, then fired his weapon several times, hitting the boy, she said. The FBI is leading the investigation because it involves an assault on a federal officer.
The agent was not injured, Simmons said.
T.J. Bonner, president of the union representing Border Patrol agents, said rock throwing aimed at Border Patrol agents is common and capable of causing serious injury.
"It is a deadly force encounter, one that justifies the use of deadly force," Bonner said.
