Health Care Fail: Promised Tax Credit for Small Business Almost Impossible to Get
by Capitol ConfidentialWays and Means Ranking Republican Dave Camp (R-MI) and Health Subcommittee Ranking Member Wally Herger (R-CA) today released a new road map that shows America’s small businesses and their employees how to calculate the so-called small business health care tax credit.
Small_business_tax_credit_path_flow
As the navigation tool shows, employers face a dizzying array of questions and formulas before determining if they are eligible for some, all or none of this credit.
“The health care law is going to drive up premiums even further and, as this road map shows, it provides virtually no help to small businesses,” said Camp. “No wonder the nation’s leading small business organization is suing to overturn the law. We need to repeal this law and replace it with health care reforms that lower costs for small businesses, families and taxpayers.”
Herger added, “Ronald Reagan once said that the most terrifying words in the English language are ‘I’m from the government and I’m here to help.’ It’s no surprise that the Democrats’ big-government health care law offers no real help for small businesses struggling with high health care costs. In fact, at a time when our top priority should be to create jobs and get our economy back on track, this new law instead kills jobs and tells small business owners that it isn’t in their best interest to grow and prosper. It’s time for Congress to get to work on repealing this destructive health overhaul and providing real tax relief and health care savings for America’s small businesses.”
The Ways and Means Republican document reaffirms concerns expressed by small business owners in an Associated Press article, FACT CHECK: Tax cut math doesn’t add up for some, out this morning.
Below are just some of the reports excerpts:
- But when he ran the numbers, [Zach] Hoffman discovered that his office furniture company wouldn’t get any assistance with the $79,200 it pays annually in premiums for its 24 employees. “It leaves you with this feeling of a bait-and-switch,” he said.
- Lost in the fine print: The credit drops off sharply once a company gets above 10 workers and $25,000 average annual wages.
- To get the most out of the new federal credit, Hoffman said he’d have to cut his work force to 10 employees and slash their wages. “That seems like a strange outcome, given we’ve got 10 percent unemployment,” he said.
The lack of assistance to small businesses and their workers should come as no surprise. During the health care debate, the non-partisan Congressional Budget Office estimated that 88 percent of those who get health insurance from a small employer work for a business that will not receive tax credits under the Democrats’ legislation.
As the National Federation of Independent Businesses said, “the small business tax credit will do little to nothing to make purchasing insurance affordable for more small firms.”

I'll make it easy for anyone who wants to see if they qualify:
You don't
Exception: Unions, Chicagoists, and Unemployable Liberal Activists
The Health Care Bill, like the Stimulus Bill and Cap and Trade was carefully designed to collapse our economy, to cause as much harm to America as possible, as quickly as possible. Fundamental Transformation.
You almost need a GPS to follow this map.
This is one of those systems we need to tear down and make it simpler to use, but they wont do that.
Citizen! I have a formula – can the damn income tax by 50%.
Then I, (and all of us including small businesses) get a tax credit.
This is a job creation program.
It doesn't take a fucking rocket scientist.
We need to make them.
Slap and Scam is going to make this "health control law" look like a walk in the park to the economy if you think the proposal is going to "save the planet", think again.
Right now I pay $80 per month for electricity if this gets through I can count on my bill to "necessarily skyrocket" (dear leader's words, not mine) and my monthly electric bill could explode by a factor three to seven as it did in Europe…
That worked wonderfully for them didn't it…?
My response is summed up by these two humorous cartoons
Obama's Math Problems athttp://drawfortruth.wordpress.com/2010/03/02/fuzz...
And his lack of truthfulness athttp://drawfortruth.wordpress.com/2010/01/29/then...
Add in the new 1099 requirements and you'll see small business is getting screwed royally by Obamacare.
If you can't currently afford insurance for your employees, Obama has made sure you won't be able to afford it in the future.
That we do.
And this is surprising because….?
If I cut the number of workers and cut the pay of the remainin g workers, I may get a tax break.
How is that going to make me want to increase payroll and participate in adding jobs?
* But when he ran the numbers, [Zach] Hoffman discovered that his office furniture company wouldn’t get any assistance with the $79,200 it pays annually in premiums for its 24 employees. “It leaves you with this feeling of a bait-and-switch,” he said.
Nonsense. It doesn't provide assistance for everybody. It just guarantees coverage.
* Lost in the fine print: The credit drops off sharply once a company gets above 10 workers and $25,000 average annual wages.
It's not lost in the fine print. It's the law.
* To get the most out of the new federal credit, Hoffman said he’d have to cut his work force to 10 employees and slash their wages. “That seems like a strange outcome, given we’ve got 10 percent unemployment,” he said.
The credit isn't for everyone. Deal with it.
The health care bill is still a good bill.
No more denying coverage due to a pre existing condition. And no more rescinding policies nor caps.
How to collapse a country in just a couple of years. When I heard Obama speak about redistribution of wealth, electric bills going way up with cap and trade, and taking over healthcare, not to mention amnesty, vat tax and the civilian security force, well, I knew which way this was headed. Doesn't anyone in Washington have a brain and want to stand up for its citizens? Every one of them should be tried for treason!
It is amusing how the government tells businesses and individuals to lower their standards while nearly every state and federal agency is taking big wage increases and hiring thousands of workers at our expense…
More loony "do as I say not as I do" BS from "dear leader" and his anti freedom minions in congress.
Guarantees coverage?
No, it guarantees customers for insurance companies.
In reality, a lot of people are going to be forced to spend a lot of money on crappy policies that are still going to leave them holding the bag if they actually need to obtain medical care.
I'm shocked. Your telling the federal government made something difficult and Obama lied? I don't believe you. Troll in 3 . . 2 . . 1 . . .
Again they encourage bad things to happen using tax policy.
"The small-business tax credit was designed to provide the greatest benefit to employers that currently have the hardest time providing health insurance for their workers — small, low-wage firms," said Michael Mundaca, assistant secretary for tax policy. "Small employers face higher premiums and higher administrative costs than large firms and in many cases cannot afford to provide coverage."
Small business owners are a pivotal constituency in the fall congressional elections, and Democrats are battling to win them over. Major benefits of the health care law — competitive insurance markets, more stable premiums and a ban on denying coverage to those in poor health — don't take effect until 2014. But the health care credit is available starting this year.
It can be a boon for smaller companies paying lower wages. Betsy Burton, owner of The King's English Bookshop in Salt Lake City, estimates that she will get a credit of roughly $21,000 against premiums of about $67,800. She has 11 full-time equivalent employees averaging $26,100.
"What it means is that I can afford to carry this insurance and insure people's families," said Burton. "I was afraid that we were fast approaching a time when I would have to choose between insuring my employees and closing my doors."
MediCare denies more than any private insurance plan. They will cap what they will spend on you too. You can bet on that.
I'm glad someone spent time to research and write this article, but I never thought Barry's care is anything but a revenue-generating bill. It's unfortunate that this article did not surprise me one bit.
"It's not lost in the fine print. It's the law"
Not for long.
This chart is not a "navigational tool". It's a right wing talking point and should not be taken seriously… at least no more seriously than death panels.
"You almost need a GPS to follow this map."
The GOP hacks made it that way to confuse the easily confused teatards.
It's really quite simple.
The troll got here 7 minutes before you and this comment. Not surprisingly.
Damit! Must have been using my government supplied education! Should have known better.
"No, it guarantees customers for insurance companies"
The scumbag will only cry about not getting "single payer." Nothing short of full fledged communism will make the troll "happy."
Why don't you ask anon, since he's our resident birdbrain. Oh, wait. I meant our resident brainiac. Yeah, that's what I meant.
That is NOT a failure. You misunderstand what the regime intends to do: The are going to "fun-damn-entally transmogrify" America.
Obama is doing exactly what the voices in his head, teleprompter or BlackBury tell him to do or say.
Satan is in charge. Beware. Do not be deceived. This is not about money or healthcare or any of the obvious things. It's about the spiritual battle between good and evil.

If the government gets involved look for it to become a cluster of monumental proportions.
This news surprises no one on this thread and those who are vocal in support are Axelrods paid bloggers, we and they know who they are.
thank god that some of the 'independents' who voted for this POS are waking up and using their brains.
The more of this type of disclosure happens the more that we wake people from their zombie state.
Buried in every bill and every policy is exactly this kind of redistributive garbage. Let the light of day hit it and it withers instantly.
I am from Arizona, and we are not taking any of this crap laying down!
This is about the graphic, not your course in Home Economics.
What it is Mik, a slow day over at the hive?
The scumbag will only cry about not getting "single payer."
We have single payer, dumbass. It's called Medicare. And it's only a matter of time before it is expanded.
"It can be a boon for smaller companies paying lower wages"
That's right. Reward the companies that pay substandard wages. This will keep more people on the plantation and earning slave wages. Damage the companies that pay the highest wages. We don't want the middle class to expand. Those people get all uppity about their former "individual rights." Slavery has come back to the United States, re-instituted by the obama administration.
Anon has an anatomically correct blow up Barry, you can imagine which appendage is used to inflate his Barry. He loves his Barry and services it with zeal.

You can still buy the policy you have today. Or you can buy the policy that covers our Congress.
But buy insurance you will. The freeloading government teat sucking days are over. I know that frightens the teatards but no more freebies for you.
Step up and get your insurance. We're tired of paying for you losers.
"It's called Medicare. And it's only a matter of time before it is expanded."
Ha ha ha. The dictator's "health care bill" CUTS Medicare by $500 BILLION.
Coming from the person who was screaming all over these blogs for months how it wouldn't raise premiums, it wouldn't cause employers to drop coverage or employees, and that it would HELP small businesses, why should we now listen to one damned thing this miseable little willfully ignorant tool anone has to say?
A chimpanzee banging on a keyboard has more chance of posting anything intelligent purely by accident.
Those with pre-existing conditions won't be covered till 2014. Those with pre-existing conditions who already have insurance won't be eligible unless they don't have insurance for at least 6 months. The deal that Pelosi cut with insurance companies regarding everyone, pre-existers or not, is that insurance companies will not be held liable if they deny treatment. That's right. Insurance companies will still be able to deny treatment even though the patient is insured and the patient cannot sue them. This Soviet-style healthcare bill was designed to give the Dems power and control. There is a non-medical panel already in place that will make decisions as to who gets treatment and who doesn't, based upon age, health history of the patient and their usefulness to society and cost of procedure. You can bet the farm that political affiliation and voting history will be added to the decision-making. There are still almost 25 million who will not be covered. Some will be dropped from their plans. Many will find their premiums skyrocket to cover the cost for the great unwashed that Obama needs to dangle a carrot in front of to secure their votes. That includes illegal aliens.
anon. You're the fool. I pity you. In order to spew shit, you first must eat it. You quoted too much detailed info for it to be your own thought. I'm a small business owner, and I can tell you that it's not true.
Good luck with life.
OH THE ONE, YOU'RE SO STUPID.
Did you draw allah today? Oops, I didn't CAP allah.
I feel like my brain is going to 'splode. How does a process like this not violate the 8th amendment? Talk about cruel and unusual.
The democrats made it that way to confuse small businesses that don't keep an army of tax lawyers on retainer, to ensure that the democrats only have to pay as little in tax credits as possible to small businesses, while they find new ways to INCREASE the tax burden on small businesses.
It's just that simple.
As simple as anone.
Extremely well put. Civil war is coming to America, forced upon us by the obama administration and its re-institution of slavery in America.
Listen, fool. THere is a panel in place that will determine who gets treatment and who doesn't dependent upon the patient's age, health history and usefulness to society and cost of procedure. You may not call it a death panel because we know how much liberals/progressives love to word parse, but it's basically the same thing. I don't know if you've been spiking the kool-aid too early in the day or you're unfamiliar with the new law. Or perhaps you're an Axelrod lackey.
And because anone says it, using an unsourced quote, it surely Must be true……
…..it's not as if he's ever lied….. (sarcasm)
The death panel (rationing board) was established within the stimulus bill. This has already been discovered, and is old news.
Coming from a bunch who still can't understand Obama's tax cuts, for 95% of us…
… why should I be surprised you can't understand the tax credit portions of the health care bill?
They really are quite simple to understand.
Say bye bye to your precious, socialist health care law. We will not comply.
"health care bill" CUTS Medicare by $500 BILLION.
And you have a problem with that?
The 500 billion you cite was a handout to private insurance. Not one bit of coverage nor any persons were cut from Medicare.
God you people are stupid.
So can we say that obama is the Son of Sam?
It always comes back to something homosexual with you teatards.
Why is that?
You suffer from symbolic heterosexual guilt .
I'll slap you so hard, your clothes will be outta style, you buck-toothed hillbilly … You is uglier than a lard bucket full of armpits.
"it wouldn't raise premiums, it wouldn't cause employers to drop coverage or employees"
It won't.
" and that it would HELP small businesses"
It does.

I dont even think our president himself even understands it, much less anything else on top of that.
Enough of the 95% tax cut lie. Its getting old and your just acting more childish each time you bring it up. When will you learn, POLITICIANS LIE, it doesnt matter of side, since both sides do. Obama himself is no different. It just comes down to, which politicians lie the least.
Besides, after taking a look at the map, it doesnt take one long to wonder why government doesnt work sometimes.

And now half the doctors who used to treat Medicare patients will no longer accept them. Better stock up on those "pain pills." obama doesn't want the seniors to die painfully. He just wants them to die.
Say bye bye to socialist health care.
Because an anonymous poster says so. Ha ha ha ha. What a worm.

Do you know what the word SINGLE means?
What a stupid comment, even for you.
HA HA!!
That's a good one!
People like "anaon" don't realize that at the save time they scream "save the planet" they are cutting their own throats!
Policies like Slap and Scam will lead to "skyrocketing" food prices, rents, transportation and the cost of the "fashionable" clothing on their backs.

You really are completely clueless.
I should be able, as a free CITIZEN, to purchase whatever type of policy I deem appropriate. The government, on the other hand, believes I should pay for policies that include services I will never use, thus driving up the cost for me so you can have discounted substance abuse coverage.
Under the new laws, employers of over 50 workers must ensure their employees do not pay more than 9.5% of their household income on insurance costs. If the employee pays more, for whatever reason, the employer (big daddy) has to pay a $2000 fine per each employee. Are you comfortable with providing your employer your monthly bank statements?
You obviously are looking forward to the free ride you expect to get from your employer. I can only hope when they find themselves having to cut wages, hour and job positions, yours is the first to go.
You can't terminate the job of someone who's only employment is sitting in his parents' basement, propogating the administration's propaganda for free……

Accually that is the third of Sir Issac Newton's laws of physics
When the time comes, this healthcare law better be repealed and Washington best not whimper a peep about
how it cannot be overturned. If they can enact it without the support of the people of America, we the people can surely demand this utterly disastrous law to be repealed. The spineless in Washington are not welcome anymore. Take a stand. No fence sitters allowed.
my bad.
The construction cones at the top of the webpage sums it all up….there is no reform or final answer to healthcare, because it will constantly be "under construction"….
Like most Americans, we in Arizona are generous to a fault. The trouble is that too many see this generous spirit as a license .to abuse us. But like many in this country and definitely in the TEA Party, they can abuse only just so far and then they will suffer our response.
As a nation our bending over backwards to accomodate the minorities of all kinds (racial, cultural, religious, gender, sexual preference) has a breaking point. That point is getting closer by the day
