National ID Card Being Considered By Senators
by Capitol ConfidentialAs Senators Lindsey Graham (R-SC) and Chuck Schumer (D-NY) are working on a Senate version of comprehensive immigration reform and it includes a very controversial idea. There is a provision in the draft bill to force all Americans to possess a biometric ID card. Sources on Capitol Hill confirm to Big Government that the idea of a national ID card is part of the comprehensive immigration reform bill being negotiated between Graham and Schumer.

Laura Meckler of the Wall Street Journal reports:
Lawmakers working to craft a new comprehensive immigration bill have settled on a way to prevent employers from hiring illegal immigrants: a national biometric identification card all American workers would eventually be required to obtain.
Under the pre-text of halting illegal immigration, Congress may consider forcing citizens to carry an ID card as a condition of citizenship. For those who mistrust big government and treasure freedom, this idea should be revolting and a shocking example of a bad idea run wild. American citizens’ freedoms have been eroding over the past few years, yet this idea is much more than an erosion of rights. It is an all out assault on the idea that Americans have a natural right to be free of government monitoring.
The Wall Street Journal further reports:
Under the potentially controversial plan still taking shape in the Senate, all legal U.S. workers, including citizens and immigrants, would be issued an ID card with embedded information, such as fingerprints, to tie the card to the worker. The ID card plan is one of several steps advocates of an immigration overhaul are taking to address concerns that have defeated similar bills in the past.
Adding the national ID cared idea to the mix will cause both the right and the left to band together against this provision forcing all Americans to carry an identification card containing fingerprints and other biometric information. To say this is an invasion of privacy is an understatement. There is no provision in the Constitution that grants the federal government the power nor the right to force Americans to be fingerprinted and to carry an identification card against their will. This is not a new idea
Senator Schumer stated at a subcommittee hearing of the Senate Judiciary Committee on Immigration, on July 21, 2009 that any employer identification system needs to include a means to “authenticate the employee’s identity by using a specific and unique biometric identifier. This identifier could be a fingerprint, an enhanced biometric picture or other mechanism.” Schumer went on to say that “any new biometric-based employment system must have extensive checks at the beginning of the system to prevent illegal aliens from creating a false identity to enter into the new database. And, as I mentioned before this, we need to do this with the entity administering the new employment-verification system — will have access to public records, government databases, to ensure that the person seeking to enter the new employment-verification system is, in fact, the person they claim to be, and the person has legal status.” Schumer supports the creation of a new government bureaucracy to monitor your work status and to audit you if a government bureaucrat decides that your status is suspect. In essence, you are guilty of being an illegal immigrant, until you can prove otherwise.
This is the same federal government that has a hard time maintaining an accurate No-Fly list. The No-Fly list has prevented members of Congress from flying and is known to be riddled with errors, yet we are readying a database containing all American citizens. CBS News reports today
Current and former intelligence, counterterrorismand U.S. government officials provided The Associated Press a behind-the-scenes look at how the no-fly list is created. They spoke on condition of anonymity to discuss sensitive security issues. Despite changes over time, the list remains an imperfect tool, dependent on the work of hundreds of government terrorism analysts who sift through massive flows of information. The list ballooned after Sept. 11 and has fluctuated in size over the past decade. In 2004, it included about 20,000 people. The standards for getting on the list have been refined over the years, and technology has improved to make the matching process more reliable.
The immigration bill is proving to be a heavy lift for Schumer and Graham, why they would add a national ID card to the mix defies logic. More from the WSJ:
The uphill effort to pass a bill is being led by Sens. Chuck Schumer (D., N.Y.) and Lindsey Graham (R., S.C.), who plan to meet with President Barack Obama as soon as this week to update him on their work. An administration official said the White House had no position on the biometric card.
Clearly the Obama Administration recognize that this is a controversial issue that is incidental to the debate on immigration reform. Forcing all Americans to carry ID cards will cause may libertarian leaning liberals, who would usually support a reform effort, to have second thoughts about an immigration reform effort. No matter what you think of comprehensive immigration reform, this issue may prove to be an issue that could take down the bill.
The biggest objections to the biometric cards may come from privacy advocates, who fear they would become de facto national ID cards that enable the government to track citizens.
I would contest that assertion in the WSJ report and say that the biggest objections come from average everyday citizens who don’t want any further freedoms taken away in the name of stopping illegal immigrants from working in the United States. Both conservative and liberal groups will line up against this idea, because it is a frontal assault on basic freedom.
“It is fundamentally a massive invasion of people’s privacy,” said Chris Calabrese, legislative counsel for the American Civil Liberties Union. “We’re not only talking about fingerprinting every American, treating ordinary Americans like criminals in order to work. We’re also talking about a card that would quickly spread from work to voting to travel to pretty much every aspect of American life that requires identification.” Mr. Graham says he respects those concerns but disagrees. “We’ve all got Social Security cards,” he said. “They’re just easily tampered with. Make them tamper-proof. That’s all I’m saying.”
The American Civil Liberties Union will line up with conservative groups against this idea. Groups like Gun Owners of America will rightly see this as a first step toward national gun registration and privacy groups will see this as a first step toward the national ID card being used for more than merely proving to an employer that you are a citizen. Right and left have been on record in the past as being against the idea that all Americans have to carry identification cards as a condition of citizenship.
U.S. employers now have the option of using an online system called E-Verify to check whether potential employees are in the U.S. legally. Many Republicans have pressed to make the system mandatory. But others, including Mr. Schumer, complain that the existing system is ineffective.
E-Verify seems like a reasonable alternative to forcing all Americans to carry an ID card, yet business groups and immigrant advocacy groups resist the system’s universal implementation. E-Verify is a government run Internet based system where an employer to electronically verify the eligibility of an employee. This seems like a much less invasive way to take care of the problem than a national ID card.
Most European countries require citizens and foreigners to carry ID cards. The U.K. had been a holdout, but in the early 2000s it considered national cards as a way to stop identify fraud, protect against terrorism and help stop illegal foreign workers. Amid worries about the cost and complaints that the cards infringe on personal privacy, the government said it would make them voluntary for British citizens. They are required for foreign workers and students, and so far about 130,000 cards have been issued.
The Brits seem to have it right. If you are a foreign worker or student, a biometric card makes sense, but the federal government does not have the right to force citizens to carry ID cards. The federal government derives power from the consent of the governed and any strong arm attempt by the federal government to impose a card on citizens ignores the nature of our constitutional democratic republic.
A person familiar with the legislative planning said the biometric data would likely be either fingerprints or a scan of the veins in the top of the hand. It would be required of all workers, including teenagers, but would be phased in, with current workers needing to obtain the card only when they next changed jobs, the person said.
Does this sound like the way citizens should be treated in a free nation? Mandatory fingerprinting or scanning the hands of all Americans is a scary idea.
Mr. Schumer said employers would be able to buy a scanner to check the IDs for as much as $800. Small employers, he said, could take their applicants to a government office to like the Department of Motor Vehicles and have their hands scanned there.
This idea by Senator Schumer would allow the federal government to have your biometric data. Furthermore, if you have to go to a state Department of Motor Vehicles, then the state you work in will have your fingerprint and other mandatory biometric data. This is a crazy idea and hopefully it does not get past the idea stage. The fact that his is a bipartisan idea should strike fear in the hearts of all those who mistrust big government. Our elected officials in Washington, D.C. seem to more and more out of touch with the average American citizen every day.

Amazing. You know, I'm a daughter and granddaughter of French immigrants. My mom and grandmother. They arrived here in Texas back in the early 1960's. Neither of them could speak English at the time. No one bent backwards for them either. It took my mom and my aunt 3 to 4 yrs before they could speak it, my grandmother? Almost 6 yrs. Today, my grandmother is now deceased. My mom and aunt speaks American. You couldn't even tell that they were French immigrants unless you ask them where they were born. I am 100 percent American. So, my question is why do we have to bend backward for the illegals crossing our borders? If my mom and aunt can speak English, so can they!!!!

This is a terrible, terrible idea because almost anything else the government implements it will be expensive and not work. There's also the issue that having a solitary database on everything you do makes it ripe for abuse and a target for criminals – social security is a prime example of this! I'm all for trying to verify a person's status before trying to draw on any benefit this country has (employment, education etc.) but this is one of the worst ways of doing it.

I am not too smart but are you proclaiming a one world government? I cannot stand for that! I have been to 80 different countries and saw that we have the best country. My wife came here from Guatemala legally and knows English and believes if she can do it, everone else should do it legally. I want my country and I do not desire to give it up for anyone.

I lived in Germany and never needed an German ID card. All I needed was a visa in my passport. In Germany, foreigners cannot get any job if there is a German willing to take it.
Wouldn't it be easier just to tatoo the numbers on our arms?
A wall would be a better place to start. That, and ending the practice of "sanctuary cities." Oh, and deporting illegals back to the home country if they get arrested. For anything–murder, shoplifting, jaywalking, etc–send them home.

I don't see how you could make only immigrants carry an ID card, if you don't have to check everyone, how do you know who you do have to check? That having been said, a national ID card is not the way to go, I would support something as simple as making ENGLISH the official language of the U.S. and making fluency in English a requirement for employment.

A cell phone application that will help illegal immigrants find water and key landmarks as they cross into the United States is an inappropriate use of taxpayer funds and an irresponsible use of technology, critics say.
The Transborder Immigrant Tool (TBT), the brainchild of three faculty members at the University of California-San Diego and a colleague at the University of Michigan, is a software application that can be installed into a GPS-enabled cell phone. In addition to helping immigrants locate water and landmarks, it also could alert them to Border Patrol checkpoints. And to make the trek a little less arduous, it also plays recorded poetry.
“I don’t think it’s an appropriate use of technology,” U.S. Rep. Duncan Hunter, R-Calif., told FoxNews.com. “If other governments did this and tried to tell people ways to sneak into the U.S., I’m sure the Department of Defense would take issue with that. But because American universities are doing it, there’s not a whole lot of outcry about it.”
Hunter said he found the project to be a poor use of taxpayer money, particularly doing a recession.
Joe Kasper, Hunter’s spokesman, accused the universities of “functioning as a platform” for a system that could potentially help human smugglers and illegal immigrants enter the United States.
“It’s amazing to think that university professors, whose salaries are funded by taxpayers, are actually designing a GPS application intended to facilitate illegal entry across the U.S.-Mexico border,” Kasper said in a statement to FoxNews.com. “In this case, the university is functioning as a platform for a system that would ultimately help smugglers, other criminals and illegal immigrants navigate the border.”
The faculty members behind the project — UCSD’s Micha Cardenas, Ricardo Dominguez and Brett Stalbaum and the University of Michigan’s Amy Sara Carroll — declined comment for this story.
“As a collective, we have decided that we would prefer not to be interviewed by Fox News,” Carroll wrote in an e-mail. “Our aesthetic diverges so much from your network's that we question the possibility of genuine dialogue in an exchange with you.”
But in an editorial that appeared in the San Diego Union-Tribune, the group defended using taxpayer funds for their project.
“Compare the escalating economic costs of waging two wars and upgrading a border wall ($65 billion) to those of saving lives and exercising freedom of expression,” the editorial read. “We submit that the latter two options are ‘priceless’; but, we’re open to competing cost-benefit analyses and nonviolent dialogue about the project.”
The four university employees — part of Electronic Disturbance Theater/b.a.n.g. lab, a UCSD and University of Michigan artist-based research group — said the TBT will be distributed by Mexican nongovernmental organizations and churches that deal with potential border-crossers.

I am so glad to see these postings today. Lou Dobbs was on the O'Reilly Factor last night. Both Dobbs and O'Reilly endorsed using national biometric ID cards. I was flabberghasted. I called 7 Senate offices this morning saying I am adamantly opposed to a national biometric ID card. Would the dear leaders, please work on fixing our economy and leave our liberties alone. Enough already. Jeez.

My passport has a chip in it. I ive 1 hr from Victoria and I needed it to cross the border and return. Even that passport gives me the creeps but I did read somewhere and someone posted above that if you nuke it in the microwave for 10 seconds, it destroys the chip. So if you want to leave the country and destroy the chip, be prepared not to regain entry back to the USA. Probably the same with the national ID card.
Therefore, the whole idea is ludicrous because anyone that has something to hide can destroy it. We already have a program that was supposed to help employers certify that new hires are legally authorized to work in the United States. It's called E-verify. Rather than starting another new program from scratch, we might want to try making the 12-year old E-verify system work. As well as implementing additional measures, such as some or all of the changes Nathan suggested.
Of course, the biggest problem that needs to be solved is the simple fact that there are many, many people who, for various reasons, do not really want to control illegal immigration in the first place.
Instead of put more laws into place how about we actually enforce the ones that have already been put in place for once. If the punishment do not deter the crime then maybe we should up the ante for breaking the law. if we would simply enforce the laws we have across the board with no exception then illegal immigration would be reduced because employers would not want to risk getting caught. The next step to stopping illegal immigration is to stop giving them access to the same rights and privileges as the citizens of this country. I have no problem with people immigrating to our country, but we have a process established for people to immigrate and they need to follow it.

The way I understand it, you can be jailed if you don't have identification on your person. That is nothing new. In general, I think that is a good thing. However, it would make no sense to require citizens to carry a government mandated ID card if they already have a photo ID (e.g. drivers's license, state photo ID, work ID, etc.). Nor would this cut down on the number of illegals. Bogus IDs are obtained easily enough for a price.
So, to you Chuckie, find something more useful to do with your taxpayer funded time than pursue stupid bills like this.

Don't call it a NATIONAL ID CARD !!! Call it a SOCIAL SECURITY CARD with your old number, but this one with a phot & a fingerprint. You would need it to get a job or to vote. It's not a big deal !! At present, our driver's license with a photo suffices as an ID card, but most illegals don't have one.

If we had a 'voter id' card that must be shown (and collected) at the polls in order to vote. This card would only be provided by the IRS upon confirmation that that individual or couple actually paid more in taxes that they took from the government in welfare. Each income tax submission would qualify an individual or couple for as many cards as are claimed in the filing (singly or jointly).
Students would qualify to vote upon achieving their first job and paying taxes for the first time. Government loans (such as student loans, business loans, mortgages) do not count as 'welfare'.
The IRS can/would also be required to verify citizenship and would not send 'voter cards' to non-citizens.
You are so right! Most of us have relatives that came here from another country but did it in the correct way. They were hard working people who just wanted their freedom and the ability to have a chance to provide better opportunities for their families. They learned the language and became citizens, and were proud of that! They never, ever, had an entitlement mentality!

The title is "National ID Card Being Considered By Senators" yet the content is pure negative editorial. There are many of us in the Tea Party movement, and on the libertarian right, who spend time on Big Government here, that are in favor of a national ID card! People already carry a drivers license, and an ATM bank/ credit card, so what's the big deal? Its a good idea. It protects citizens from losing jobs to illegals (e-verify doesn't really work), and it keeps illegals from fraudulently printing and using fake IDs. It stops identity theft cold in its tracks. Eventually, a national ID card will be required to vote, which excludes that % of the population who vote illegally or vote multiple times! Since the fraudulent voting benefits Democrats (mostly), why on earth would this website be against cleaning up the system? I don't get it.

Simple way to remove them:
A Constitutional amendment stating that only citizens of the US, and those here legally, may enjoy the rights granted by the Constitution, and be protected by our laws. This isn't really news, and sadly a bill has already been passed which makes this not only legally possible, but already in motion. In 1995, the REAL ID act was packaged on to a military spending bill. REAL ID standardizes the issuance of state drivers licenses and creates a national driver database. Most states already require fingerprinting accessed with the the magnetic strip on the back of your ID, so that's not even new. but the most controversial item in the REAL ID act was that the bill allowed for the inclusion of an RF chip which would is capable of reading your card from your wallet while passing within range of a scanner.
This was a big deal back in 1995, but it just fell to the background under the Bush administration and it's many controversies, but the deadline for state compliance was 2008, and all 50 states have filed extensions.
For any of you that think this won't happen, I urge you to read the REAL ID act of 1995. Division B of H.R. 1268, the Emergency Supplemental Appropriations Act for Defense, the Global War on Terror, and Tsunami Relief, 2005.
That's why We The People need to take care of business.

Word on the street is that it would have fingerprints and blood type perhaps embedded in the card itself.
Perhaps enforcing the laws on the books may make more sense than requiring an invasive data base by those who are out of touch iwith reality, live off the backs of citizens who do choose to work.

If illegal immigration were actually the issue, deal with that issue, enforce the laws, quit giving away massive entitlements to those who are not entitled. And we wonder why some want to come here: free food, free housing, free education, free medical, etc. Crummy jobs usually.

When you are 'raising a child': safety, honesty, growth, health, independence,hard work, reading all these things are encouraged.. I think not.
So it is with those uninformed and easily led "representatives" — power, money, power, money, re-election, power, money. — and to 'heck' with reason, morals, and any future result of the action/inaction taken..

That's wonderful. So once we give our DNA or medical records to the government, a future (even crazier) congress can pinpoint people with certain objectionable traits or medical problems like Nazi Germany.

Not quite. The national ID card you speak of is the US Passport Card. Most European countries that issue an identity card do so for 2 reasons:
1. You are required to verify your citizenship when asked
2. Your passport is a valid proof of citizenship, but it's bulky and it'd be easier to carry a passport-like document in your wallet
The Passport Card fulfills these requirements, and it's only a matter of time before every American citizen who lives in the US is required to carry one.
Biometric data is already collected for our current US Passports, and is required for any RealID-compliant identity card, so there's no point arguing that point. That said, Schumer and Graham's idea is wacky for a few reasons:
1. What they're trying to do is already accomplished by the RealID act of 2005, so this "national ID card" malarkey is redundant. Enhanced licenses issued by the states even include a sticker designating nationality (like Washington's).
2. It also sounds like Graham and Schumer want to make the Social Security card into your national identity card, which is a bad idea on so many levels. Think of all the damage you could cause by making our SSNs the national identity number.
3. We already have a de facto national ID card–the US Passport card. It proves citizenship and is RealID-compliant, so there is no need to print yet another card.
If you want to fight illegal immigration with an ID card (assuming we use E-Verify as well), the simplest way is to require citizens living in the US to carry their passport cards as proof of citizenship, just like legal immigrants and visitors have to carry their documents (permanent residents have to carry their Green Cards and visitors carry their visas), and in Europe most of the "national ID cards" are really cards that prove citizenship and are similar to the "internal passports" issued by the Soviet bloc. There is no need to reform our driver's licenses or SS cards at an extraordinary cost. nor is there a reason to give hackers a pot of gold by storing all our data on one huge central database.
And that's why I got a US Passport card last month.

You are not required to have a passport as a US citizen. Your argument is bunk.
The only reason a US citizen would EVER need a passport is if they leave the country and wish to return. That's it. It's nothing even remotely close to a national ID card.

In 2010, the government has also allocated billions of dollars in government grants and various funding programs.
Should we really allow the government to capture all this information on us? I run my own Forex Training website and the policies I have to follow even for capturing customer information is extreme, I think we are going to have a really problem in the coming years with stolen identity with so much information being stored.
