California Regulators: Climate Change a Bigger Threat than Felons
by Capitol ConfidentialThe California Air Resources Board (CARB) is known for its relentless pursuit of initiatives to combat pollution and emissions it deems harmful, including carbon dioxide. However, one of its efforts designed to counter climate change has the agency attracting incoming fire, with critics charging that CARB is more concerned about the prospect of global warming than protecting the public from felons.

At issue is a CARB measure known as the “Cool Cars” rule that requires the application of certain additives to window glass. The theory behind the mandate is that reflective windshields will prevent cars from overheating, and thus reduce reliance on air conditioning, which affects how much fuel is burnt by a car. Proponents of climate change theory attribute changes in temperature to human activity, including the burning of fossil fuels, whereas skeptics charge that such theory amounts to a load of hot air.
What is certain in the debate over this mandate is that CARB’s action has a lot of people hot under the collar: While the glaze ostensibly prevents excess solar heat from entering cars, critics say it also seriously degrades the signal sent by a whole host of electronic devices, including GPS navigation systems, cellular phones and—perhaps most critically— ankle monitoring bracelets worn by felons, which utilize GPS technology.
On that point, which regulators and legislators have to-date not acknowledged, law enforcement groups and victim rights advocates have been expressing “grave concerns” about the new regulation. In a recent letter obtained by Capitol Confidential, the California Police Chiefs Association, the California Narcotics Officers Association and the California Peace Officers’ Association cautioned that the new regulation “threatens to undermine an already imperfect monitoring tool.”
Warning that prison overcrowding and budget shortfalls necessitate the release of additional felons, none of whom could be properly monitored under the regulation, the glaze would “virtually vitiate the effectiveness of GPS monitoring.” “At a time when the public safety of California communities is being challenged as never before,” the letter reads, “the crippling of important GPS monitoring and the utility of cellular phones to seek emergency assistance is not helpful.”
In line with the disconcerting reminder from law enforcement that “horrific crimes” take place when the GPS signal of ankle monitoring devices are dropped, Crime Victims United of California also wrote state regulators last month that the group had “serious concerns” with the new initiative. “Given the difficulty in adequately monitoring the prison, jail and parolee population as it is this regulation should be halted immediately as it will result in even greater problems for the state in monitoring its GPS population,” the group’s president wrote. “[T]his approach to global warming is unacceptable and has crime victims in an uproar.”
Typically, criticisms of California’s approach to combating the perceived threat of climate change have tended to center on the impact of state initiatives on jobs. Just this week, California’s Legislative Analyst’s Office indicated that the state’s climate change policy would likely lead to “modest” job losses in the short term.
This new uproar could, observers say, result in CARB easing its “Cool Cars” regulation.

The question is, what is a suitable replacement for California? It's the only state with a Mediterranean climate. So it's either here in California or back to the original thing for me. Neither of those options sound particularly appealing.

Hah! NOT anymore! I'm curious though if they realize that the 'additives' to the glass might be harmful too? Then what if someone making the glass gets hurt will adding the additives? Then what if they need to hire a bazillion people to make this special glass, will they all drive to work in their over-heating cars and drive up carbon emissions. What about the extra money the people will be making when making this glass, won't they buy more food and eat more causing more carbon? Then they will have babies, because there is nothing like working in a glass factory that says "lets have a baby" and then the amount of people increase and then there is more carbon. I just don't think that CARB is considering all the Taxes and Fees they can impose here.

Oddly enough they are pushing motorcycles a lot (expect smog tests for them soon) the scary thing is they allow lane sharing. A motorcycle can come roaring up between you and the car next to you and blow by all the traffic in a jam, or even at a light, they can go right to the front of the line. That's OK, I'm a cyclist, but it's a true danger for the rider and the car driver. We need warnings on all our buildings about cancer causing materials, but 19 year old young boys and girls can zoom their motorcycle thru traffic like a game of dodge ball. OMG it's so messed up. Technically speaking … Southern California (on the Pacific plate west of San Andreas fault) is sliding past Central California (North America plate, east of the fault) at about 1 to 2 inches per year. As a fifth generation Californian, raised in San Francisco and now living in Los Angeles, I'm not willing to sit silent while t this beautiful state withers further. Liberal "ideas" have killed our economy and this carbon insanity will only make it worse.
I'm a former liberal who woke up. But, until recently, I've kept my opinions to myself… not seeing the importance of it. Now I do. I can't allow California, a state that once had so much to offer, to continue to be rotted away by liberal stupidity and greed (carbon policies that feed corporations and taxes, unions and their all-consuming salaries and pensions, nanny state laws, unfriendly business climate, and on and on). Sounds like a great idea, I actually like it, problem is that we already tried it, and it didn't work. After reconstruction states leased out convicts to farms and factories all over the south. States actually made money from having prisoners, and anyone that needed labor got it cheap. Sounds great.
Problems:
1.) non-felons that didn't own property, have much money, or education had a hell of a time finding work.
2.) state and local governments abused the system, setting laws that guaranteed them a steady flow of prisoners and subsequent income.
3.) state an local governments also tended to cherrypick the least popular group around at the time (blacks) to bring charges against, often trumped up to guarantee more income.
4.) the practice is already outlawed.

Living in PA, I find it amusing to see TV commercials daily advertising about how great CA is, and how I should move there now because there are so many jobs. Kinda think that without all the bullshit I always hear about going on out there, people might actually want to move out there without Arnold having to be on TV telling them to……….

California has some beautiful scenery. Well, that's about it! I can see "beautiful scenery" right here in Oklahoma. The only thing we lack is an ocean and we've got one of those within a few hundred miles if we get lonesome for salt water, jellyfish and wet sand…plus our's is WARMER, too.

I'm a Texan who loves California from the first time I went there in the late 60's as a lttle kid to visit my aunt (all people with Latino/Mexican heritage have at least one tia living in Cali!) to my teenage years when I'd leave for L.A. with as little as 15 minutes notice, then to the Texas at Stanford game some years back. Afew years have passed since my last visit out there and it pains me to see that beautiful state slide so badly.
I hope you all can empty the swamp that is that crazy Legislature and I hope Gov. Moonbeam isn't elected again.

Yes, um about those ads, I live in CA and I see them too and I have to wonder, they have to advertise CA to even the residents to convince us it's a great place. There are no jobs we pay a 'state' type 'tax' that is called California State Disability Insurance, I paid over $1000 to that 'tax' in 2009 (this is over and above state taxes) it is for paid family leave. So people can leave their jobs for a baby. Isn't that nice? Both Betsy and Joe can be off work while Sue who isn't having children gets to pay for it. Right now I think our tax dollars are going only into the pockets of people, CA is probably charging those ads on a credit card that will get wound up in the bankruptcy when it comes. Very, very sad state of affairs in CA, only come for a vacation.

2.) Simply stating why it didn't work the first time. The abuses were pretty popular at the time, cheap labor and lower taxes make for a easy thing to look, and vote, the other way about.
3.) While statistically blacks may commit more crimes today, it is pretty well documented ("The Negro in American Life and Thought: The Nadir. 1877-1901" – by Rayford Logan) that blacks were often and specifically targeted and convicted of crimes they did not commit in order to keep them in a position of servitude in the post-slavery and post-reconstruction south.
a.) Take that with a grain of salt though, the majority of my knowledge on that subject comes from a
black professor teaching an African American history class.
4.) State laws on the subject can be changed, and as always if it is the will of the electorate to re-institute the practice, sounds good to me. A Constitutional amendment could however outlaw the practice at a federal level.
Once again, I love the idea, but it never has been, to my knowledge, proven by history as a viable solution.

minently in movies & tv. On todays modern farm there is just no practical application

There are a handful of people in CA that don't have that entitled feeling, ok about 6 of us. Even the conservatives I know are border line progressives to me. Of course what this article neglects to mention is that there is no engineering basis for this hysteria. This technology has been in use in around the world for more than 20 years. Tens of millions of cars are on the road in the United States TODAY with this technology installed and more than 100 million have been placed on the roads in Europe over the last 15 years.
In addition to OEM equipped glass the core of professional quality aftermarket tinting uses the same technology as the one so concerning to the author. You may have noticed that a number of public safety (police) vehicles use aftermarket tinting and their telecommunications and GPS systems seem to work.
This entire 'controversy' is manufactured by one GPS manufacturer who uses outdated satellite tracking technology and is concerned that the OEMs will use this as a marketing tool to convince consumers to purchase built in navigation systems at the expense of the aftermarket GPS units they sell.
Don't get suckered, people, ask questions and think for yourselves.

My best friend's nephew was riding his motorcycle WITH helmet in January. A woman in a car ran a red light and hit him. He has been in ICU since.
Just one day a while back cost $45,000. One day. He had lost his job 5 days earlier and had only liability insurance on his motorcycle. So, his own damages and care aren't covered.

You see, there once was a thing called the Summer of Love. All the rich, spoiled adolescents from around the country came to California to experience sex, drugs, and rock & roll. They fried their brains and stunted their emotional growth, but there were so many of them that when they got older they eventually took control of the state. What's more, they told people who came after them, "Sorry, we got ours, but you can't get yours." So they passed ridiculous laws to protect the Delta Smelt, turned off the water, kept roads from being built, and taxed anything that moved or didn't move. They stopped the mining of natural resources, created sanctuary cities, all while gating their own communities. They taught their offspring to hate America and to yearn for the socialist utopia that they themselves were unable to created in their youth. The end of this story is still being written. Perhaps a new wave of young people will seek fulfillment in California. Maybe they will bring the kind of vision that will revive this once great state. We just pray they won't be wearing flowers in their hair.
What we ought to do is pass federal legislation that deems that no state is "too big to fail", if the states know that there is no bailout from Uncle Sam, I bet they would change their ways with the quickness!
Well, they had to come up with something else as a distraction because they are releasing felons onto the streets of California daily. What decent people still remain there should get out before it is too late for them.
