Senate Finance Dems: 10% Error Rate in Medicaid is Just Fine
by Capitol ConfidentialYesterday, Democrats on the Senate Finance Committee torpedoed efforts to require Mediciad applicants to show IDs. We noted that, with fraud running at around $100 billion in Medicaid and Medicare, this might not have been the wisest vote. Well, it turns out Democrats on the Senate Committee are perfectly fine with a 10% fraud rate.
Today, the Committee voted on an amendment from Sen. Cornyn which would have delayed expansions in Medicaid until steps had been taken to get its error/fraud rate down to 3.9%, the average of all government programs. Details below:
Cornyn Amendment #C30 to America’s Healthy Future Act of 2009
Short Title: Reducing waste, fraud, and abuse in the Medicaid program.
Description of Amendment: Prior to implementing the mandatory Medicaid program expansions in the Chairman’s Mark, the Secretary of Health and Human Services must certify that states have implemented program integrity and quality improvement measures specified in the Chairman’s Mark and that the Medicaid program’s average Payment Error Rate Measurement is less than 3.9 percent.

Contrary to popular public education propaganda, the United States of America is NOT, has never been, and should never be a “democracy.” It is and must always be, a constitutional representative republic, and yes, there is a VERY significant difference.
Don’t confuse the term “democratic society” with “democracy.” A representative republic is a “democratic” form of self-governance – of, by and for “the people.” In the case of the Unites States, we have a system limited by the scope and authority granted to the Fed in the US Constitution.
In a representative republic, the term “the people” is interpreted to mean, “the individual citizen[s],” at large.
But a “democracy” as Thomas Jefferson said so well, “is nothing more than mob rule, where fifty-one percent of the people may take away the rights of the other forty-nine.” In other words, the term “the people” means the “ruling mob” in a “democracy.”
And, so it is today!

You forgot to mention SOVERIGN RIGHTS as it applies to the constitutional form of a republic. These rights are the heart and soul of "we the people". Democracy as you so correctly denoted does not recognize this nature. It was the intentions of the Founding Fathers and the subsequent Bill of Rights that the people evolve to the body "politic". Since the people made it happen, the people can undo it. Now that they know they bought a communist wolf in capitalist clothing, they are going to have to reverse course. The longer they wait to do it, the more costly this horrific mistake will be.

Get out, hold local town halls, pick your candidates then support them. Most importantly help get out the vote for your candidate. We can not afford to be complacent any longer.
I believe 10% is underestimated today–and they know it. That is why they do not want it revealed at this time. With America looking hard at National Health Care what would happen if the books were open revealing the real cost of fraud in Medicad–Medicare– Social Security–etc……

10% error rate for Medicaid doesn't mean 10% fraud. The Medicaid regulations and guidelines are so convoluted as to make it impossible to follow them. It's worse than tax law. An error can be forgetting to fill in a box or address. Any box left unchecked is an error. Fraud is billing for a service that was never performed. This hardly ever happens and if it does, you can bet you are going to get caught and get jail time. The REAL fraud is retroactive Medicaid audits of providers going back years and demanding reimbursement for services fairly provided and paid for based on some meaningless technicality to punish providers and recover funds .
The pathetic thing here is that Max Baucus and friends don't even think an ID should be required to sign up for Medicaid. It's almost like they are "ok" with fraud, but then I guess illegals will be Democrat voters someday. What am I saying, they probably already are.
