But if the construction project is federally funded, the project is already subject to federal prevailing wages via the Davis-Bacon Act. In other words, the project is already governed by prevailing wages so a PLA (and all of the other discriminatory garbage that goes along with it) is not necessary. The same thing is true for projects governed by state or local prevailing wage laws.   
 
The fact remains that PLAs are special interest giveaways that only benefit Big Labor and harm taxpayers and nonunion employees and their employers.

		<description>Sure, Sparky. I&#039;ll take illegals over union any day, and I grew up in a union family (ILWU). Theft and slowdowns by the longshoremen are /why/ the shippers went to containers, and the unions lost 90% of the hire.  
 
I wasn&#039;t real popular for warning people they were shooting themselves in the foot.  
 
The illegals that make it up here to Alaska are usually the hard workers, not city loafers.  </description>
