Ensuring Liberty PAC: Creating a Tea Party Caucus
by Bill HennessyIf you followed the news out of Nashville, you probably heard that some Tea Party folks are creating a Political Action Committee that will win 15 to 20 key Congressional races in 2010 and, perhaps, in years beyond. What you didn’t hear at the press conference was that several grassroots tea party organizers are so strongly in favor of this move that we have agreed to serve Ensuring Liberty PAC through its organizing parent, the Ensuring Liberty 501.c(4). Our local tea parties will continue unchanged.

Who Comprises the ELPAC
Very simply, ELPAC is led by six people from some of the most effective local Tea Party organizations in America:
- Mark Skoda of The Memphis Tea Party
- Steve McQueen of The Quincy Tea Party
- State Sen. John Loudon (MO-Ret.) of St. Louis Tea Party
- Rose Corona, a California farmer and Patriot
- Brad Ehmen of The Quincy Tea Party
- Bill Hennessy of St. Louis Tea Party
While you might not recognize all of these names, I do. These are the people who have been in the fox holes with us since day one. They are bold and resilient fighters for freedom. They are the men and women we turn to for counsel, support, advice, strength, and help across the Mid-West and across the the nation. We share mutual faith in each other. The men and women on this list have skills to win elections with grassroots activism. They embody what happened in NY-23 and Massachusetts.
Why the PAC’s Work is Crucial
When we launched our local tea parties last spring, none of us had any idea we were creating the political stir it did. We did not know there would be more events. We did not know we’d slow down the socialist tsunami that was descending on America. Some might have hoped for such an outcome, but none of us was so arrogant as to expect it.
The Ensuring Liberty PAC is one critical piece of the puzzle that will cause a massive change in the makeup of the U.S. Congress in 2010.
How the ELPAC Will Help Change Congress
Traditionally large donors contribute large sums to large PACs operated by the two major parties. Those organizations (like the National Republican Congressional Committee) hire K Street consultants to help favored candidates win their elections. When K Streeters and the GOP brass win your election for you, you better do as they say.
The ELPAC will perform services for candidates similar to those previously performed by NRCC and the like. We will identify candidates who arose from the Tea Party movement and who espouse our values on fiscal responsibility, limited government, national security, and low taxes. If a candidate strays from our values during the election, we will exit that race and let everyone know why. This PAC is modeled after the successful approaches of the Quincy and St Louis Tea Parties, as well as others.
Candidates whom we help win can and should feel an obligation to remain true to our values throughout their term in Congress. If they do not, we will target their careers for political destruction as surely as we target certain incumbents now. For the first time in my memory, we will have members of Congress beholden to . . . the people they represent.
Who the ELPAC Will Support
Back in February 2009, we thought, as did many of you, that we might need a new party in America—one comprised of the great many people who were fed up with business as usual. As time wore on, two factors disabused us of that notion:
1. The urgency of direct action required that most of our energies in 2009 go into stopping the White House and Congressional leadership from flipping the USA into a socialist empire. Remember, Obama expected to takeover healthcare, impose the Cap and Trade multi-trillion dollar tax scheme, and eliminate the secret ballot for workers before Congress recessed in August. We put all of our energy and time into stopping those atrocities. Frankly, I believe that the urgency of our actions in 2009 were a blessing when combined with the second point.
2. A third party would have created a permanent ruling majority of statist and progressives. As I studied the matter and spoke to people smarter than I am, I realized that the 3rd party move could only help those who want socialism. Just creating a 3rd party would consume most of the center-right’s energy, time, and money for at least 2 years. And after that, at best, the 3rd party would pick up a few seats in Congress while splitting the center-right vote in hundreds of other states and districts giving Democrats a massive majority in both houses. Sorry, people, but that’s not standing on principle: it’s standing on our brains.
ELPAC will mostly support conservative candidates running as Republicans who have a reasonable chance to win with our help. For candidates like Doug Hoffman, we will provide the third element he lacked: a serious, well-coordinated ground game. In these races, we believe ELPAC will be THE difference. In this election, we believe all of us will be part of the margin of freedom’s victory.
How ELPAC Measure Success
Some of us have heard that we must not support candidates affiliated with a party. That’s great. But it’s a recipe for disaster. Scott Brown’s victory in Massachusetts felt so good because politics is a game measured by wins and losses, just like any other game. We keep score in this world. And political success means WINNING ELECTIONS.
We will measure ELPAC’s success when some conservative—most likely a Republican—accepts the gavel from Nancy Pelosi’s trembling hand in January 2011. If that does not happen, we fear that the forces of socialism and tyranny will use their power to silence all dissent in America. That’s not fear-mongering; that’s history.
How the ELPAC Evolved
ELPAC is the natural and necessary next step in the Tea Party’s progression. The Boston Tea Party led to stronger colonial legislatures that led to a strong Continental Congress that drafted the Declaration of Independence. The rag-tag Minutemen led to state militias that led to well-trained professional Army under George Washington, and that Army defeated the British.
The “Nationwide Chicago Tea Party Protest” of February 27, 2009, led to a multitude of Tea Party coalitions that led to formal Tea Party groups. Some of those groups have formed PACs, non-profits, and even LLCs. ELPAC is one of these. ELPAC is a professional army seeking to wage political war against a corrupt and corrupting leftist government. By God’s grace, we will prevail.
How Tea Partiers Can Help
The millions who rode to the sound of the drums in 2009 will continue doing exactly what they started last year: attend the rallies, call the radio stations, write the newspapers, march in the parades, make your signs, tell your neighbors, knock on doors, send out emails, fill the town halls, register conservative voters, canvass for the right politicians, sing the praises of liberty and low taxes, pursue happiness and good government, fight for your right to live free . . . or die.
In 2009, we asked for very little in the way of donations. We told our patriots that the time would come for them to invest their dollars in political campaigns. That time is just around the corner. ELPAC will use their donations to win critical races, replacing the current Congress with one responsive to the Tea Party’s agenda. It’s as simple as that.
Finally, we ask Tea Partiers to pray. ELPAC is not the only Tea Party PAC trying to take back Congress from the statists and progressives. Together with these other PACs –and with you—we will win. But we need the prayers, the strength, and the devotion of everyone who has attended a Tea Party or 9-12 event. Six folks, however dedicated, cannot win this war without undying help from millions of others. The Tea Partiers have stood by this country and this cause for a year. We ask for their prayers that ELPAC and its cousins fulfill our missions to save America from the hellfire of socialism and tyranny.

I honestly think this is a move in the right direction. Although we must remain Grassroots, the fact is, plain and simple, there must be an organisation that has the best interests of the TPM at heart and can wage an effective campaign that reaches across the entire nation. Who can think of a more qualified group of people than those who have been there since the inception. Of course we now need to add to this core group with our support and encouragement, and never abandon the ideals, principles and values we cherish as members of the TPM.

When I first heard of this PAC my suspicions of more political shenanigans surfaced. No more. I'm in. I have to channel the anger and frustration from walking into an ongoing progressive ambush. My marching orders please.

Listen up teaparty patriots, you are the only hope the Democrats have of maintaining their congressional majorities in the middle of this recession. So I want you to go out there and nominate lots of candidates who think just like you and then speak out for what they believe. Now let's go out there and turn those clocks back… who's with me?
This is precisely how I envisioned this movement would evolve. Third party was never an option. In the current system, a PAC formed around the theme of ensuring liberty makes the most sense.
I will commit dollars to the cause and my best to gently persuade those conservative Democrats around me that they are indeed part of the Tea Party without knowing it.
I truly believe that God wishes us to stand up to the Progressives and take away their toys once and for all.
Lets watch the libs heads explode when we take back Roe vs Wade.

I see a third party movement going on. It's one that hasn't happened in a long time. I don't think it requires the conventions & big name speakers as we have had. The movement is doing just fine as long as we stay vigilant. I was in Washington for the rally & I support the trend America is taking. I almost feel like this transformation is better off without some talking head. It's about individuals coming together in their own communities & standing up for our rights. Many millions more are doing that. It was never about the parties for me, it was about the politics & how I felt as if our voice was not being heard. About saying no more liberties will I allow you to take away from me. I pray this is real change, but all the pacts in the world don't mean anything. Ask Neville Chamberlin how that worked out for him.
Great article Mr. Hennessey! Concise, clear and informative. Not too many people have had the inside scoop on what was happening to the Tea Party Movement and this explains the game. We should all pass this on to everyone. It would also be a good idea to provide us with a monthly roster of people these PACs support.

With 41 votes in the senate now the Republicans are going to be forced to govern or look like obstructionists. I mean they always have been obstructionist, but now they are going to have to man up and admit it.
I don't find it hard to know" who these people are". If you can read, you can read "who they are", above in this succinct and precise article written by Bill, a founder of ELPAC. It is a movement to save America. People who write things that bash this idea certainly can't have listened in history class throughout school, because we should all know how hard freedom was to win from England and it's costs. It won't be as hard as that because our founding father's gave us guidelines to use. Why would anyone would find them"out of date" when they have served to protect us. Those rules have faithfully served us for more than 200 yrs. I, for one want to go back to square one and hopefully get 200 more good years out of those same guidelines. People won't have to die this time, they will only have to stand up and be counted for what is right and what is wrong.
While this is perhaps a step in the right direction, I'd like some more specifics.
You already missed the Illinois primary (big mistake, now we have Mark Kirk as our RINO choice). Are you geared up for Texas? How about the May primaries?
How will you select candidates? Will you have some method of scoring potential candidates? Who will make the ultimate decisions on the distribution of ELPAC funds? Do those who contribute to the PAC have some say in the process?
How do you plan to provide transparency? Will you have an easily accessible online database of all income and expenditures? Sunlight prevents mildew.
These are just a few of the questions that must necessarily be answered when a group of people appoint themselves as guardians of a grassroots movement. I'm not questioning your motives or your integrity, but you must be above all reproach. If not, the Statists will find any even slightly questionable material, twist it, spin it, and use it as a hammer against those very candidates you were trying to help.
And like I said, March 2 is coming fast – what are you doing about it?
True socialism would be great compared to what Obama and the neocons want. Remember, Bush and Obama are CFR buddies. They love things like tax payers bailing out banks (actually taking from the poor and giving to the rich) and nation-destroying "Free Trade." True socialism would be like Sarah Palin's very popular (among hard-core conservatives, too!) support for a program to share the profits of the oil being taken from Alaska and distributed to its residents. (Also, it is a states-rights issue.) We have a system of subsidizing losses and privatized profits now.

This is awful of me to say, but heck, that never held anyone back. A little stylistic feedback: Next time you write one of these missives – say what's on your mind, finish, sit back, take a deep breath. Take a break. Then come back a few minutes, hours or a day later and remove the bosom-heaving language. We all know the cause is important, so the Theda Bara stuff is not needed…. Words like 'pray (said more than once), 'undying millions', 'hellfire', etc, will just diminish the message, not emphasize it. Yes we know from the picture that Penelope is tied to the tracks, we know the train is coming we see her writhing to escape – so the melodramatic subtitles could really be skipped – it's campy and smacks of religious-rightism, (which would be okay if that was the sole audience, but it's not). We have never seen this kind of obstructionism in the senate. Every vote now demands cloture (60 votes) before it gets to the floor. The filibuster is being abused on a scale we have never seen.

2. We have had, however, a mixed economy for several decades. And, the vast majority of Americans like it just fine.

TPM Caucus can go far if the caucus is designed like a congress. The congressional design is where it should be headed. Vote and hold elections similar to congress, which allows for the TPM to remain leaderless, but unified. Before this can be achieved, TPM needs to create a quasi-manifesto that includes the voices from each branch and then combined the suggestions into a complete manifesto. Read the Great Experiment or Madison's journals to see how the declaration and constitution was designed.
Under no circumstance should a third party be created or a Ross Perrot repeat will happen. Read the Declaration to understand why not. Remain a voice set apart from the RNC. If anyone is to be co-opt, let it be the RNC. TPM, but RNC in name only because of identity politics that are deeply embedded in our country.

I have given up of reforming the Republican Party. It is just as statist in its nature as the Democrats. They let conservatives down again and again.
The people who track budgets and deficits are the Congressional Budget Office (CBO). They are non-partisan and use the same criteria each year because if they changed the way they track the numbers their comparisons would be meaningless. There is no denying that the federal budgets ran a surplus for the first time in the 90s since 1969. In 1998 we had a surplus of $69 billion, in 1999 the surplus was $125 billion and in 2000 the surplus was $236 billion.
So Clinton had budget surpluses for three of his eight years in office. If it were not true, but Republican congress would not have been trying to claim the credit for it…. and the Cato Institute would not have been trying to give Ronald Reagan the credit. But Bill Clinton was the president and he takes the credit or blame for the things that occur on his watch.
So to say the budgets in this Clinton years didn't include interest on the debt is not true.

Surely I'm not the only one concerned that this entire "Tea Party" movement, and the momentum it is enjoying right now is being stalked, with laser like precision, by the GOP. The GOP is almost as desperate right now as the Democrats, and they will, I believe, try their damnedest to infiltrate and shape shift as a group towards the ideals that the TPM stands for, and the ideals that they should have been upholding this entire time. The lesser of two evils is certainly the GOP, but I'm not to sure I can stomach the GOP on a national level anymore. To much Progressive involvement and entanglement for my taste.
It's getting harder and harder to really know who these people are. I believe one of the main focuses of the TPM should be to exposing everyone equally. Just the same as our government should be treating us all equally. Above all, the TPM needs to remain at the grass roots level. The people are not going to corrupt themselves…Only politicians can do that. Hopefully this collaboration will lend lots of data and information for us to sieve through and digest before election time. Knowledge is the real power after all…

Hanzo, I was directing the question specifically to Mr. Hennessy and/or ELPAC. It's been my experience that the TEA Party members, loosely defined though they may be, are already doing what they can. I'm not starting a PAC and asking for other people's money, so I don't really have the same requirement of transparency that ELPAC does.
That being said, I'm proud of what I've done. I've protested, I've voted in my primary, I've donated money, I've blogged everywhere I can. I brought AJ with me to protests and polls and made sure that he understands at his tender age that voting is not just a right, it's a responsibility. We lost here in Illinois because unlike the Hoffman and Brown, campaigns, we got absolutely zero support from outside our own state.
And make no mistake, this election will be won or lost in the primaries, not the general elections. Because if we end up with a bunch of squishy RINOs on the Republican ticket, we will be no better off than we are now.
So how about you, Hanzo? What have you done?

We the Tea Party folks are going to do this PAC thing to assure that the folks that move into the Capital Building think and act the same way we do…..
And since laws and things that affect each and everyone of our lives are passed in this big ol building with this big ol dome…….

You're flat out wrong. This is precisely the problem; the CBO DOESN'T include interest payments on the deficit.
If you need proof, go find a chart showing the DEFICIT year to year through 1990-2009. You'll see that at NO TIME do the bars go down, which is what would happen if there was a surplus.

The Republican aversion to government is exactly what makes them unqualified to govern. It was no accident they failed during the Bush years. Let them into power again and they will fail again. Easiest prediction I will ever make.
I know I am in a minority here, but I'd like to see a third party. I think back to the Republican Revolution of 1994. Once in power, the Republicans governed as conservatives maybe 15 minutes before joining the Washington establishement.
