‘Cool Cars’ Guaranteed To Make You Hot Under The Collar
by Bob BarrI admit it. I like electronic gizmos. When I’m not driving (and even sometimes when I am), my BlackBerry is never more than an index finger away. In the car, I can’t go a mile without scanning for an Old Gold hit that takes me back to the “Good Old Days” on my Sirius-XM satellite radio system. I use my GPS system a lot (though less often than my wife would like me to, but I’m a man and I hate to admit I don’t know where I’m going). I pay for all these gadgets, and woe be unto the person who tries to take them from me.

The California Air Resources Board (“CARB” to those folks who love acronyms) is considering regulations that would cause serious disruptions to electronic devices being transmitted from a vehicle, and for devices in the vehicle trying to receive electronic signals. The regulations that would do this are included in a program cleverly called “Cool Cars,” which would require all cars sold in the Golden State starting in 2012 to have their windows coated with a metal-oxide based glazing. It is this process that would wreck havoc with electronic devices in those vehicles.
All this is the result of California’s fixation with so-called “global warming” and the state’s obsession with attempting to reduce carbon emissions. Obviously, these folks at CARB haven’t seen the scientific evidence that carbon dioxide makes up at most 4% of the entire “greenhouse gas” layer in our atmosphere; and of that 4%, all of mankind’s activities (yes, including operating internal combustion engines) accounts for only about three or four percent. This means that mankind is guilty of producing only between .12 and .16 percent of greenhouse gasses. Not the dire emergency the greenies would have us believe it to be; but then again, why let scientific facts serve as a speed bump on the way to the complete Nanny State.
Thus, CARB bureaucrats have come up with a delightfully un-scientific plan based on the following linear argument. If vehicle glass windows are coated with an expensive, high-tech metal oxide glazing, this will significantly reduce the amount of solar heat that radiates into the vehicle. The interior of those vehicles will therefore be significantly cooler. This in turn will cause the vehicle occupants to use the vehicle’s air conditioner less. This in turn will reduce the fuel consumed by the vehicle; which will lower carbon emissions; which will lower greenhouse gasses. And the world will be saved! Hallelujah.
We’ve been down this road before; though apparently the CARB people haven’t.
During the 1970s gas crisis, we were told that by using the a/c in our cars less, our cars would consume less fuel and we would therefore have to buy less gas. This would render our nation less reliant on Middle East oil. We’ve all seen how well that worked.
Toyota, one of Japan’s largest car manufacturers, tried this glazing business back in the late 1980s and early 90s. It didn’t work, and they jettisoned the idea. Foreign vehicle manufacturers recently have urged CARB not to make the same costly mistake in 2010 that Toyota made a generation ago.
But worse than the nonsense that the atmosphere will be saved if only vehicle windows were glazed with metal oxide particles, is the very real problems this process would cause to the electronic devices that are in many respects not simply conveniences, but safety equipment in late model cars and trucks.
It’s not just the driver whose expensive satellite radio and GPS system fails to work who will be affected by the CARB Cool Cars proposal if it goes into effect. The problem goes far beyond simple convenience or economics (though those are important reasons to oppose what CARB is proposing). It can mean the difference between life and death. Will CARB step up to the plate and admit liability to the person who has been in an accident and who attempts unsuccessfully to use a cell phone, BlackBerry or built-in OnStar communications system to summon help; when that help doesn’t arrive because the signal didn’t go through, or the address data was jumbled because of interference from the metal oxide particles?
I doubt it would offer much solace to the driver sitting in that car waiting vainly for help to arrive, that he or she is sitting in a car slightly cooler than it would be if the “Cool Cars” coating had not been applied to the windows.
What will CARB tell California and federal law enforcement agencies, when the electronic locating devices they use with some frequency to track suspects’ vehicles, no longer provide discernible signals because the suspects are driving in “Cool Cars?” Perhaps agents of the California Bureau of Investigation & Intelligence or the FBI will shrug their shoulders and agree with CARB that it’s far more important to the state of California to have cars whose interiors are a few degrees cooler, than it is to be able to track terror suspects or organized crime figure en route to or from a heist. Perhaps; but I doubt it.
If California had a governor not hardwired to accept every hair brained scheme presented for his signature simply because it purports to limit guns and ammo, or promises to make the atmosphere freer of greenhouse gasses, perhaps the CARB Cool Cars proposal which is to be finalized late this month would be less worrisome. But the combination of a “cool” acronym, a “green” governor, and a regulatory mechanism with far too much time and money on its hands, is cause for very real concern.

Hmmm…, I wonder how well your "I-Pass" is going to work? I can just envision all the citations getting mailed out after people using the RFID toll system bypass the toll booth thinking the toll is coming off their credit card via their electronic payment system.

Actually it would be the hell of a lot cheaper if we had freedom. It is all these restrictions to our freedom that are costing a fortune.
CA is quite a country. There's a law in CA that mandates that every gas station has to provide free air and water, and there has to be a sign at every gas station that states the law. When you rent a car there's a sign on the car explaining that burning gasoline may produce carcinogens. When you get a hotel room there's a sign on every hall that explains that SOMEBODY might be smoking, and that the smoking might produce carcinogens. I'm not sure that those Californians can URINATE without a toilet sign explaining the procedure.

Perhaps I should have been more specific? I was refering to ideas, policy. For many years, it has been known, that "As goes California, so goes the country." If that saying holds true, then everybody better buckle their seatbelts.
There is balance in everything. Cause, and effect. For every Barry Goldwater, Ronald Reagan and Andrew Breitbart, there will also be a Nancy Pelosi, Barbara Boxer and Henry Waxman. It makes life interesting and entertaining. This would all be fun, if it wasn't so serious……

While the "Cool Cars" concept is a product of sophomoric minds lacking in a foundation for science and logic this authors argument against it is as well. OnStar has always used roof mounted antennas and passive repeaters incorporated into the glazing can improve the performance of the devices which use radio frequency transmissions to operate. The poster who mention iPass is absolutely correct with the concern but again, workarounds could be easily achieved.
Still, "Cool Cars" is as stupid as the last idea from law makers who think they are smart enough to engineer solutions to our appetite for energy, outlaw black cars. Yep. Stupid. These people need to concentrate on the real problems.
#1) Illegal Immigrants taking jobs from citizens and not contributing to the tax base.
#2) Employers who use Illegal Immigrants do not pay employee taxes and insurance.
#3) Illegal Immigrants burdening the schools, health and welfare systems.
#4) Illegal Immigrants propagating the drug trade overburdening law enforcement.
Do you get the picture? California has allowed business to use Illegal Immigrants for several decades for a variety of reasons and the damage which was obvious to people who were losing jobs 25 years ago are only now getting the attention of law makers who are desperately trying to ignore the issue.
How many have to die at the hands of illegal immigrants before the problem is given the attention and recognition it will require to simply adhere to laws which have been on the books? I guess that is just too hard so lets get distracted with outlawing black cars and mandating special glass coatings which will provide a benefit so minute that 10 people carpooling for 1 day each year would exceed it.
Now there you go again, using words like "illegal immigrants." All we need to do is change the words and it all goes away. Let's create a new world, now we have a world citizen, no more immigrants legal or otherwise. Then everyone can come here for the health care system we have. Oh wait a bit, we are destroying that. So they will come for the jobs, wait we are losing those to not so regulated (union controlled) countries. We are going to make sure the standard of living is reduced to that of all the countries that send us "world citizens" this way we will not have that problem anymore they will not want to come here. Even these little issues about coating windows have big impacts if allowed to be mandated.
The problem is when you coat the windows with metal, the microwaves are blocked as the devices are surrounded by metal.
This of course will be taken care of when the vehicles transition to using fiberglass and plastic body panels to comply with the new mileage requirements by making lighter vehicles.
Remember the math, people, if 900 more people are killed in Kalifornia by being in lighter vehicles every month, but by reducing emissions the projections show 1000 people have been saved worldwide by combating Climate Change, that is 100 people saved or created right there!
Ah heck, let's go all the way, we'll make cars using recycled wood and paper! They are renewable and sustainable, double-plus good for the environment!
Actually this might turn out to be a really good idea, but not for the stated reasons (cooler cars would be nice though). It sounds like this coating would essentially make a cars compartment a Faraday cage which would protect its electronic components from an EMP.
Right now we are woefully vulnerable to an EMP attack which would destroy nearly everything electronic in the US – including unshielded vehicles that rely on electronics to operate (most cars these days). If an EMP attack were to occur then these cars would presumably still be able to function and if we don't have adequate transportation then huge segments of the country will starve.

Uh,… I don't think it would protect jack or squat. Everything electrical/computerized under the hood would be fried so your car would be toast. Even if your car worked, how would you drive around with a kazillion unprotected dead vehicles everywhere?
And then, EVEN IF your cell and whatnot still worked, the infrastructure that they all depend on would be fried… alas, no use. Power grid would be down for a long time. We cannot adequately protect ourselves from an EMP attack except to protect our military (done) and threaten immediate punishing retaliation.
I believe most of the stuff under the hood is sufficiently surrounded by metal to be protected from an EMP. Anyway, cars can go off-road and some of the densely populated areas would still be screwed but others don't have nearly as much traffic.
Besides, if this standard is put into place then eventually most of our vehicles would still be able to function. And we can protect our infrastructure from EMP attacks but we are too stupid to do it – we need to start protecting the transformers right away and give incentives for manufacturing industries to shield their facilities (it isn't that expensive).
And threatening retaliation only works against rational people – if NK or Iran launches a "peaceful" satellite into orbit that just happens to have a nuke in it then that could be detonated over the US to destroy all our unshielded electronics.
Calling the CA State Senate dysfunctional would be like calling Manson a meanie.
And Good Locust. If an EMP attack were the reason behind the policy then there wouldn't be a statewide mandate but rather a closed door meeting with Pelosi et al plotting to glaze only their vehicles.
Recommendation to Californians: Move out of the state.
The Buick Rendezvous had a bronze coating in its heavily sloped windshield. My toll transponder simply wouldn't work. What the dealer suggested was not to mount the transponder on the windshield but to leave it on the dashbboard and grab it , open the window and hold it outside as you approached the tolling station. Talk about a driving distraction!

I believe most Californians do not agree with CARB. However, as the 5th largest economy in the world, every auto maker will comply with CARB's dictates if they must.
I am conservative to the right of Rush L. However, I am thankful to the environmental extremists for just one thing: they make the absurdity of liberalism visible to all. The compensation is that sometimes the extremists manage to prompt more reasonable people to look for what can be done to, for example, increase fuel mileage and reduce emissions. These are worthy goals on their own, apart from the false religion of global warming, if it can be done without breaking the bank. Who wouldn't like to spend less money on gas or have just a little clearer skies? I advocate doing it from a conservative business perspective, not a liberal socialistic position.
