Stimulating DC: Federal Government Adds 25,000 Workers With Recovery Cash

The point of the American Recovery and Reinvestment Act was to encourage national economic growth. The point was to curb unemployment. The point was to help small businesses be what D.C. has forever claimed they are—the national economic backbone. The point was to stimulate the economy… not the federal government.
But that’s what we’ve got. A federal government stimulated and growing by the day.
The Recovery Act was doomed from the start. Increasing spending while cutting taxes is a great way to grow a deficit and create future economic problems, not save an economy. The stimulus money never really had a shot at creating 3 million jobs, as was promised, and have them be sustainable. But the stimulus is failing even by the flawed standards of its creators!
With national unemployment at 9.7%, the USA Today reported Thursday morning that the number of civilian workers in federal government has increased by 25,000 since December of 2008:
Fourteen of the top federal agencies responsible for spending under the American Recovery and Reinvestment Act say they’ve hired about 3,000 workers with stimulus money. That’s helped fuel the continued growth of the federal government, which increased by more than 25,000 employees, or 1.3%, since December 2008, according to the latest quarterly report. During that time, the ranks of the nation’s unemployed increased by nearly 4 million, Labor Department statistics show. Overall, there are about 2 million federal workers, the data show.
Thirteen agencies that report stimulus-related administrative expenses separately on their weekly spending reports say they’ve spent $186.8 million so far on salaries and other overhead. Those agencies have reported spending $46.1 billion in stimulus funds overall.
This growth in civilian federal employment stands in sharp contrast with the rise in national unemployment during the same period. In December 2008, unemployment was 7.2%, but it has now climbed to 9.7%, a growth rate of 35%. Recall that White House economic advisors led by Christina Romer argued in January that, without the Recovery plan, unemployment would skyrocket all the way up to 9% by January 2010. But, they promised, the stimulus money would make unemployment peak at 8% in September 2009 and then march downwards. The real September unemployment numbers brought a resounding collective “oops” at 1600 Pennsylvania Ave.

Now, it could be argued that unemployment would be higher if Uncle Sam didn’t employ all those government workers. But I would counter that if all of the money spent by the feds had remained in the private sector, then more jobs would have been created.
Consider the massive pay gap between federal workers and the civilian population. Chris Edwards at CATO ran the most recent numbers last month, and put together this chart showing federal worker compensation now averages $119,982, more than double the private sector average of $59,909.

Again, there is a plausible argument against my position. Many of the jobs the federal government hires workers for are naturally higher paying jobs. There are many security personnel and technical workers in the federal government and not as many minimum wage level jobs. But this doesn’t account for the degree of discrepancy in pay. In fact, wages have climbed so high that even President Obama has called for a cap on federal pay raises.
Furthermore, money spent by the government on a worker is not the same as money spent by the private sector on a worker. Not only does the money go twice as far to pay compensation in the private sector (on average), but the production of private sector employees creates exponential value that government employees can’t make.
In the private sector, the money a firm uses to pay an employee is more than just a salary and benefits. In most cases, the firm is paying for the skills and ideas of that worker to generate growth. That growth, measured in terms of profits, leads to the need and capacity to hire more workers. This is the value of encouraging private sector employment growth instead of just expanding the size of government.

This is really hard to take, I just read where congress has voted themselves a 6% budget increase for congressional operations. They tacked it onto a stopgap measure to keep themselves running for another month because they can't seem to get their act together.
They have 12 annual spending bills for agency budgets to do each year and they couldn't get them done in time!!!! How sad, they can't seem to do their job, AGAIN. Sorry folks, you're going to need to be replaced in 2010, your term will be up and we will NOT be renewing your contracts. We're going to find someone who can do the job and do it on time and without corruption.

Congress needs bigger staffs since the elected officials themselves neither write nor read the bills they vote on. This corrupt cabal gives a whole new meaning to the term "lawmaker". I mean just take a look at Charlie Rangel or John Conyers and tell me they have a clue what is going on in this country. Neither one would even know how to pump their own gas or find somethjing in a Wal-mart. They need people for all that stuff.

By real-world economics the "stimulus plan" should have looked like a success because we were due to climb out of the hole on our own. I couldn't agree more. However, i'm not even sure if we can use the term 'liberal' with any amount of accuracy anymore. I think a more accurate term is a Progressive government out of control. By using the word Progressive, we can fit in all the non-conservative, covert socialist republicans, as well as socialist, nanny state democrats. They're all progressives, and they all suck.

great article…I can personally relate… as I have recently watched HUD add more positions and increase their spending by moving money from "Stimulus" funds into the HUD budget to make up for their shortfall….but the bad news is they have asked all the section 8 property owners to now become government contractors, registering all dtata online and adding significant reporting requirements on them… asking for quarterly employment data for 22,000 properties across america, so they can take credt for saving 100's of thousands of jobs????……nice way to move the pea in a shell game, and get credit for saving jobs that wouldn't go away anyway…..these properties have to be managed regardless…..right??? does anyone else see the hand of government moving into your business to reclassify it and take credit for saving jobs there as well???

Mr. Randazzo, I have to respectfully disagree with you. The American Recovery and Reinvestment Act was not intended to grow the private sector. That may have been how the politicians sold it, but it was not the real purpose. Unfortunately, everything that is passed through congress in the past few years has had one intention: grow government power. Hell, even the amendment to defund ACORN was attached to a bill to nationalize all college loans! Never, ever believe the crap they're selling. Hopefully soon we can begin to shrink the size of government. Until then, expect the worst.

Czar wants parallel government broadcasting system

President Obama's diversity Czar at the Federal Communications Commission proposes adding a vast public broadcasting system to the growing list of Obama's parallel institutions.
Mark Lloyd has attracted attention for his controversial statements. Most notably, he praised Venezuelan president Hugo Chavez for leading a democratic revolution.
In Prologue to a Farce: Communication and Democracy in America, Lloyd proposes what would become a huge federal broadcasting system and yet another Obama parallel institution. It would join the "civilian national security force that's just as powerful, just as strong, just as well-funded" as the U.S. military that candidate Obama proposed, and the cadre of Czar advisors that parallels the Cabinet Secretaries.

As far as I can tell, the economy IS showing signs of stimulation and recovery. No jobs – yet.

The $11.2 trillion in spending has caused the dollar has dropped 26% in value in the past 5 months. Reducing everyones buying power by 35%.
For example, 8 months ago gas was $50 per barrel. Due to the drop in the currency, you now paying $71 per barrel. This works out to $0.70 per galleon.
You even see the whitehouse sending out little messages. Employement will remain very high for the next 12 months. we not out of the woods, and even the Fed is keeping the effective interest rate at zero.
Bond funds like TLT look like they will move higher.

Far as I can tell, gas was cheap for a while there because of decreased demand because of the recession. The fact that its increasing can be seen as a positive economic indicator! (Even if it has negative consequences for our people when they go to fill up). But speaking of gas, what Republican has ever done anything to reduce American dependence on fossil fuels? NOTHING.

Jobs arent created by the government…they are created in the private sector. Governments job is create the conditions in which private businesses can grow and thrive…such as lower taxes and incentives to create ones own business. The business grows and thrives, makes money and is able to hire workers. It is the foundation of our CAPITALIST system….of which i am very proud.
The only purpose more government jobs serve is to create a bigger beauracracy…and more goverment control. I dont know about you, but i like my freedom very much thank you.

There is an entire list of where all the money went and is slated to go to in Dick Morris' book Catastrophe. The biggest problem here, as I see it, is that not a single dime went to the private sector. It is all going to the offices of the inspector generals of various government agencies. The real question is what happens when the stimulous money runs out? All this money is doing is keeping the status quo. This is not what rational thinking Americans wanted! When has the government EVER created jobs that were relevant and lasting? Cut my taxes A**holes and give me a reason to invest! Give me some competent leadership that I can have confidence in! Oh, yes, if they had not have hired the people for government jobs and gave the money to private business instead more jobs would have been created – IN CHINA. First of all our government has not even been doing its jobs for years and years and it needs to brought back to a point where it is efficient instead of totally defunct, so more capable people need to be hired to fix that problem brought about by the Bush administration. Secondly, it is always touted that small business generates all of these new job, but what is not realized is that they are the same jobs being created with new small business as they are lost. Big business employs far more people in this country than small business. When big business offshores labor to save a buck then the people in this country that were working are now displaced out of our market. It is good for the company and good for labor in the outsourced country, but not for this country. Soon this same company will be complaining that they do not have any business. It is because so many people are out of work and their lowered wage does not allow them to buy things at the old rate. So the market is destroyed. What an idea, destroy the market and save a buck. Who thought that up?
