Boots on the Ground Report: The Cost of Delay
by Brigadier General (R) Anthony J. TataWhile the Obama violinists’ supple wrists magically fiddle with their bows, the firefights continue in Afghanistan. General Stan McChrystal’s thorough assessment requesting 60,000-40,000 additional troops is now over seven weeks old and the Obama administration’s duplicity is becoming more evident by the day.
This amazing lack of dexterity is rather stunning given then candidate-Obama’s pledge that this was a war of necessity that we must win. Was that really just a headline grabber to convince moderate democrats that he would be strong on defense? It is increasingly appearing that way.

U.S. Forces Fire Onto Enemy Positions Near Pakistan Border
So let me be clear about the cost of delay:
First, while Obama has deliberated, troops he has previously described as “under resourced” are fighting and dying…and still under resourced.
Second, the Taliban are terrorizing civilians in those areas that lack significant or any coalition force presence and very courageous political leaders at the local governance level are left defenseless.
Third, we may miss the window of opportunity presented by the traditional Taliban operational pause in December and January.
Fourth, we exponentially complicate the deployment and reception of the 40,000 troops as ships have to be ordered, planes scheduled, operating bases built, and supplies delivered.
Fifth, had Obama acted promptly, he may have had additional troops to help with the election runoff agreed upon this week.
Sixth, with each day that Stan McChrystal’s request goes unanswered, the president gives the green light for his legions of political hacks and pudgy pundits, none of whom can hold McChrystal’s jock strap, to malign the general and minimize both his stature and his assessment. No biggie to McChrystal personally, but the enemy makes hay with this kind of thing in the terrorist recruiting world.
Make no mistake about it, General McChrystal states clearly in his assessment the criticality of time. He highlights that we must win this in the next 12 months. Obama has already burned through nearly two months of that time making sure he shows McChrystal who’s the boss. His indecision is costing time, lives and trust.
–Under resourced mission. According to the Washington Post’s “Faces of the Fallen”, 40 U.S. military personnel have been killed in Afghanistan since August 30 2009, the date stamped on McChrsytal’s plan. That’s nearly half of a rifle company wiped out. Multiply that by ten and you have the approximate count of wounded. What difference might rapid deployment troops have made for those 40 great Americans had Obama acted decisively and promptly? Sadly, we’ll never know…nor will their families.
–Securing the population and its leaders. This notion that the Obama administration is spreading about there being no partner for success achieved on the ground is patently false. I’ve seen first hand brave governors and provincial leaders who have conducted missions with the Afghan and coalition forces because they so strongly believe in the future of their country. The Obama administration’s shameless maligning of Karzai is duplicitous as it is a means to an end: to provide top cover for this inexcusable stall. What’s unconscionable is that while the Obama administration has been busy battering Karzai, the Taliban continues to wrought destruction on Afghan leaders, villages and families.

–The window of opportunity. The third cost of delay is that we miss this window of opportunity to disrupt the enemy while he is attempting to generate his own combat power and replenish his means of war. Thus, it will be another fighting season until that window opens again.
The Taliban operate in cycles in Afghanistan. They traditionally slow down some operations in December and January to refit and plan. Some of it is weather related and much of it is cyclical. The enemy uses a small force to hold what gains they have made while they conduct refit operations in Pakistan and in their lairs inside Afghanistan during the winter months. These operational pauses are windows of opportunity and the Obama administration’s delay has all but ensured that we will recognize this window by the sound of its slamming shut.
Contrarily, to insert large numbers of forces into these areas proximate to the Taliban hideouts and routes during the operational lull would pressure the enemy to do one of two things. Either they would have to forego their refit operations where they do things like rest, recover, resupply ammunition and the myriad other logistical and human functions an army requires, or they would have to collapse some of their holding action and cede terrain to the larger U.S. force.
It appears that we will instead be deploying these additional troops, if approved, into the teeth of the traditional Taliban build up in the spring that follows two cycles. First, in February through April, the enemy conducts massive logistical resupply, stakes its claims again on the poppy regions, and gets into defensive posture while also sizing up new ambush locations for roadside bombs. They also increase their intelligence collection on coalition forces, all of which is easier to do with less pressure on your forces. Second, the enemy rank and file then harvest the poppy, fighting only when necessary to defend their crops. Once the poppy resin is sold in May, the Taliban are flush with cash and June through October is their serious fighting time.
–Complicating the logistics. As Obama’s decision point slides to the right on the calendar, McChrystal’s 12-month mark, August 30th, remains fixed. The President had 18 months of campaigning and 10 months of his presidency to develop a plan. Meanwhile, the simple logistics of raising and sustaining an army become more complex with every day of delay inside the 12-month timeline. It took six months to deploy the six surge brigades into Iraq, a similar size force the U. S. commander in Afghanistan has requested. One from the 82nd Airborne Division was out of the gate in days, closing all of its forces within four weeks. If we do the math, Obama has burned two months of the 12-month window and now the best we can do is close the last of the 40,000 by month eight, giving General McChrystal four months to turn the tide in Afghanistan. That is hardly enough time for the young privates, sergeants, lieutenants and captains to build trust and relationships in their new areas of responsibility. Meanwhile we need to build new forward operating bases, deliver tons of supplies, and prepare the Afghan government and people for the increase in forces. No small order.
–The election runoff. President Obama made a big deal out of picking up the phone and calling Afghan President Hamid Karzai, congratulating him on agreeing to the runoff election. I’m hopeful that Karzai, known for speaking his mind, mentioned to Obama that those extra troops General McChrystal ordered a couple of months ago might have come in handy as a runoff is planned and executed. Visualize the most challenging terrain, with remote populations, on dirt roads, hundreds of miles from major road networks, with hundreds of enemy who want to disrupt the process. I’m not talking about Florida or Minnesota, naturally, but about Afghanistan and its inhabitants. We used triple the amount of combat power to secure the Iraqi elections in far less austere conditions. Obama’s delay promises that the runoff election will most likely be a repeat of the first. Here, again, he could have made a huge difference if he had acted promptly.
There are other second order effects from this delay, most unrecognizable at this moment. For example, who knows what kind of success we could have in Pakistan with our drone attacks if we put more pressure on the border with additional troops? With that success in the sanctuary, might we be able to disrupt another London bombing plot, Madrid attack, or even a 9-11?
While assuredly increased casualties, stranded political leaders, missed windows of opportunity, and complicated logistics are egregious enough, what we might miss in Pakistan is what should really bother us.
Napoleon is rumored to have said to one of his generals, “I can give you anything but time.”
Unfortunately, it appears that General McChrystal will not even have that.

Obama is doing this on purpose. My guess is that this is his way of getting rid of our troops(my husband including who's in the Army). My prayers are with them always.
If you listen to the MSM, America's image has been greatly increased in the world by Obama. What you do not hear is that the morale level of our troops have been greatly decreased by Obama.
Obama will be impeached. It is that simple.
I hate to speculate, but I have this nagging gut feeling that POTUSBHO is waiting for HIS health care reforms to pass before he makes his decision. Efectively holding U.S. troops hostage to his policy demands here at home. Like I said I hate to speculate, but it is a feeling that will not go away and that gets stronger with each passing day.

Obama may have given new grounds to impeachment yesterday, when he proclaimed that as of today he will request that the law about marijuana should not longer be enforced. It is my understanding that he has no such powers. He is the executive branch and must enforce the laws. If he does not like a law he is welcome to try change it but he cannot say, we will not enforce the law. I hope this is impeachable, added to all other constitution violations.

While he continues to ignore our children in arms way which is a total disreguard of his 1st and highest responsibilites in the US Consitution as President to defending the USA. Now, the threat seems to be the Fox Channel and not Gov't Tyrants support Terriosts. When will America realize that in Obama'a world Americans are his enemy untill he can control the actual air we breathe and that is exactly what he intends to do. I hope that our troops recognize there is organized effort against tyranny at home as well as in Afghanistan. Healthcare reform as penned by the radical left is a bunker buster for the home front and HAS to be deflected. I hope knowledgeable commanders in the field convey that message, should there be concern that those here do not see their plight with sympathy. Should conservatives fail to stem the tide of government control, spending and marginalization efforts put forth by the administration, the home our troops come back to may not look anything like what they left.

Obama's mission is to destroy America from within… having a strong military is counter productive to his plan. It is the strong who defend our country, both at home and abroad. Obama wants them out of the way when his private army shows up. Every day more and more of our soldiers die. Will we allow him to continue along this path until they are all gone?

The two big car bombs today in Baghdad killing 132 people and wounding over 500 are part of the test of resolve that the terrorist thugs are throwing at him. The Russians have walked all over him. How long before Chavez decides to add a nuclear arsenal? America is the only Good Cop left standing on the globe with the military might to enforce law and order and these clowns in the White House think there will be no consequences in dismantling that role. I guess the lessons of Jimmy Carter will have to be painfully re-learned again.

Our military is basically being led to the slaughter by a pseudo president that has a cavalier attitude toward our military and country. What does this say about whose side he's on in this war? This a Vietnam deja vu. There we had to deal with cease fires being ordered everytime we were making some progress. The enemy had time to regroup and came back stronger. The outcome speaks for itself.
Troop strength is withheld from our military while the enemy is given time to regroup, regenerate, and rejuvenate. He is weakening our troops in order to strengthen enemy troops and does not have this country or the military's best interest at heart. He is still too busy campaigning and appearing on talk shows to be bothered with something as trivial as supporting our troops. Our troops suffer because we don't have a president that will man up and do his job. Scarlett Obama doesn't want to deal with it today, he-she will deal with it tomorrow and we all know that tomorrow never comes.

I just wish someone with a larger megaphone would call Obama out on his blame Bush tactic for the "mess" in Afganistan. He selected Gate to continue his office a Secretary of Defense. All knowledgeable people know that the Sec of Defense is the person who formulates and advises the POTUS on military policy and strategy. By keeping Gate on is an admission that his administration was aware and agreed with this key area of his campaign platform. Gates is either responsible for the mess or a YES man. If Obama truly believes he was handed a mess, the Gates should go.
The more one looks at the mess in the middle east; at Itaq, Iran and Afghanistan, the murkier it becomes. There is one simple solution however. Totally pull out, and cut Israel loose. Within six months, Israel would OWN all the real estate, from the Indian Ocean in the south, North to Russia, and East to China. No more fatwa's, no more jihad's, no more Muslims. End of problem.

If you listened to any of my Fox News or Daily Buzz TV appearances, I was absolutely critical of the Bush administration's failure to resource the Afghanistan mission at the expense of Iraq. I was in Afghanistan when it was severely under-resourced. Many of the requests for troops that McKiernan was asking for were signed by me a year before McKiernan got there. The key difference, though, is that the Bush administration at least said they didn't believe Afghanistan was a priority and instead were very clear about focusing on Iraq. I disagreed, but executed my duties as a military officer. Obama has said Afghanistan is a priority and now he is backpedalling. Meanwhile, the clock is ticking and the cost of the delay is exactly as I described above. My only political bias is toward the troops in the field and what is best for this country. There is no guarantee, General, that things would happen as you say they would. You have no crystal ball. You might find that your foresight is about as accurate as the foresight ot those who recommended that we invade Iraq.
Perhaps if we had a draft, rather than an army of mercenaries {both public and private), the nation would be more committed to the conflict. And perhaps not.
But private corporations make a lot of profit off the taxpayers by doing things that used to be done by the military itself, and since the government, including the military, is under the control of the corporations, I expect the current feast at the pig trough to continue. Remember, General, the longer the wars continue, the more money is made by private corporations–you know, the ones with all the lobbyists, the ones you could work for when you retire.

If you ever served in any army you’d know that an army of draftees is a joke next to a professional army. Having been drafted myself (back in Eastern Europe) I can tell you that my “service” has been a royal waste of my time and an equal waste of taxpayer money. This has since become obvious to the government and parliament as well, and a couple of years after I completed my service, the draft has been abolished and the army is now 100% professional.
So no, outside a WW2-scale scenario, the draft would not change anything for the better.
Oh, and we used to have all sort of things made by the military themselves as opposed to contractors (our trucks for instance). They were utter crap! Yes, military contractors make good money but that’s nothing compared to what it costs to have the military themselves do/make the same things (that goes for both equipment and a lot of services as well).

Afghanistan is a trap and will accomplish nothing for us at all… just more dead American men and women. This nebulous "war on terror" is a joke and distraction.
Slaughter, no. But instead of having all of the assets to fight the war to the best outcome, OB is limiting the operation to a portion of the assets, causing the troops to be exposed to a higher level of risk. That fact will not change.
OB wannabe wants nothing to do with this war. If he could spin the outcome as Bush's fault, he would pull all troops out and let the Taliban and al Qaeda go their merry way. (I still think he is leaning that way at some point in the future – saying this is an unwinnable war, so let's go home).

What I describe is actually happening: troops are under-resourced still; Afghan political leaders in unsecured areas are being threatened; the window of opportunity is in the winter; the logistics will undeniably be more complicated; and an extra 4,000 troops, a brigade combat team, would make a huge difference in helping to secure the election runoff. These points are indisputable.
Our military today is a professional all volunteer force made up of America's best and brightest. You know, my college, West Point, didn't have a great football team when I was at school. I wrestled and played baseball, but every time I heard someone complain about my buddies on the football team, I would say, "Try outs are in April. Have at it." So, if you don't like what we've got, then give it a go and try to make it better.
BTW, I retired this May and continued my public service with a career in education.
During a visit to a Naval Air Station in Jacksonville on 10/26/09, Obama said regarding troops being sent to Afghanistan, "I will never rush the solemn decision of sending you into harm's way. I won't risk your lives unless it is absolutely necessary." President Obama this is your war. General Stan McChrystal, whom you put in charge, has requested additional troops. After McChrystal made a comment to the press you finally found the time to speak with him for about 30 minutes. I believe you were chastising him for his comments to the press. You gave more time to Obermann and Maddow than you gave to the General. Now, you've been flying across the country doing fundraisers. I'm sure you are reimbursing the taxpayers from your campaign fund! You have delayed sending the troops because you say you won't risk the lives of the additional troops unless it is absolutely necessary. Hey, the troops over there now are dying. The General needs more troops to support and defend the troops that are there. I wouldn’t want to interrupt your partying/campaigning but my suggestion would be to give the General what he needs, because you should assume he knows what he is doing.
