Boeing Heads South For Better Business Climate: Washington State Politicians Are Surprised?

Union leaders and politicians like Sen. Patty Murray, D-Wash., expressed shock, dismay and outrage at the company’s decision.
Either they are feigning surprise, or they’ve been comatose for the last decade. Your guess is as good as mine.
For years, politicians and labor leaders in Washington have ignored Boeing’s pleas to stay competitive. In 2002, Boeing CEO Alan Mulally told the State House Labor Committee that “the state of Washington is not competitive. . . . meaning it costs us more to operate [here].” He specifically pointed to Washington’s costly workers’ compensation system, which requires employers to purchase insurance coverage from the state or be on the hook to cover all claims costs themselves, rather than allowing them to choose from among competing private providers. As a result, Washington collects some of the highest premiums from employers and injured worker rates are well above the national average.
Boeing’s decision to place its second 787 line in South Carolina is too complicated, however, to be blamed on any single factor. In 2002, Mulally told lawmakers that Washington would have to become more competitive in taxes, unemployment insurance (UI) and regulations, among other factors, in order to keep the state attractive for Boeing.
Unfortunately, rather than engaging in an honest discussion about reform in these areas, legislators decided on a $3.2 billion “incentive package” that included some UI and workers’ comp. reforms. Just a few years later, however, the legislature rescinded many of those changes. The Evergreen Freedom Foundation fought a lengthy battle to get the details of the state’s contract with Boeing. Once we finally got them (the unredacted portions), we discovered that Boeing could walk away from the deal at any point without penalties, whereas Washington was on the hook for pricey commitments until Boeing decided to cease building 787s.
This is one of many examples illustrating why one-on-one handouts between governments and businesses are bad for taxpayers, and in the long run, bad for the businesses themselves. Once the luster of the handout runs out, the business will scramble for another, and another, and so on. Better to build a strong business climate across-the-board, which is good for large and small companies alike.
Washington’s competitiveness, from a labor standpoint, is dismal. Other states should take note. South Carolina is a right-to-work state, meaning workers do not have to be members of a union as a condition of employment. Workers at the South Carolina plant where Boeing plans to locate its second 787 line recently voted to remove the union from the plant—an unlikely feat in Washington given our current labor laws and the history of organized labor in this state.
It would be difficult to overstate labor’s role in Boeing’s decision to forego expansion in Washington. In September 2008, we wrote that Boeing machinists would likely get much more than they had bargained for when they went on strike. “Given the machinists’ apparent disregard for economic realities and their totally unsustainable demands on their employer, Boeing would be wise to take its business elsewhere.” And so it is.
The 2008 strike was Boeing’s fourth in just two decades, and, at 57 days, the longest since the 69-day strike in 1995, which “poisoned morale for years.” According to the AP, the 2008 strike cost Boeing $100 million a day in deferred revenue and postponement of the 787. That kind of loss won’t be recouped for years.
Boeing’s final offer to the machinists prior to last year’s strike included a 14 percent monthly pension increase, a 2008 lump-sum bonus worth about $3,900 on average, a generous new incentive-pay plan and other perks. All told, Boeing estimated the package was worth an additional $34,000 in extra compensation to the machinists over three years.
But it wasn’t enough.
When Boeing made the final decision to expand in South Carolina, the company was sending a loud signal to politicians and labor leaders in Washington that the company had had enough. Boeing’s vice president of human resources and one of the lead negotiators in the talks with the machinists told the Seattle Times that the company was “unwilling to indulge the kind of last-minute brinkmanship that has been typical in all recent contract negotiations with the [machinists].”
Unions and politicians alike would do well to remember that capital is mobile. Companies have a bottom line and they must respect it. Businesses will go where they must to operate more efficiently and increase their profit margins.
Politicians should take note. In the end, Boeing had the last laugh.

i have often wondered about handing new business a good new tax deal, isn't it like saying to your current businesses, screw you, we want new business, not your business. also once the bidding begins for offering tax incentives to entice companies to move to your town or state, let the bidding begin anew when the sweetheart deal is over. if towns or states would have real economic benfits for all of its businesses, they wouldn't have to play this game. i think it is a insult when mayors or governors offer these tax incentives to companies not doing business, but never seem to want to offer tax incentives for the idiots paying their extortion business expenses now.
Based on the current problems with our economy, if these fascist Militants get back into office, I will move from this Country. America needs to wake up and replace all 535 in congress. I should feel sorry for the Boeing workers but these are the same schmucks who cheered on the union strikers every dang time when they had some of the best job security & benefits in the state.
Washington is the next California (maybe we'll wait for New York) and the legislators are driving out families and middle class workers in their attempts to make the state more "progressive" (gag) by attracting single 20-something yuppies who for some reason will pay $3,000 for an effieiceny apartment per month.

Way to go Boeing!!! I hope the Unions are cying a river over this one. This is exactly what they deserve. I do feel sorry for those who would have worked for less incentives, Now the Union leaders and those who were so greedy during negotiations for the lost jobs in the area bare the responsibility for their demise. I hope the Car Mfg. get the same idea. All Unions who push and push for these cadillac perks should lose. I was not against Unions in the past, but I realize they have hurt more than help and cause a lack of newly created jobs, not to mention the added cost to the products to pay for their rediculous perks. Ha, ahd they wonder why jobs go overseas. Maybe other plants/employees will oust their Unions in order to get jobs to support theri families. Those jobs, by the way, still pay fairly well.

Who could ever forget the economic wasteland that is Detroit. The only large city where the average price of decent quality inner city housing couldn't purchase the seller a new skidoo. Its industry fled the graft fill streets of Big Union's home town for the south and economic freedom.

Actually its "ownership" and how the worst fleecers of what they consider "their own" industrial base assume once a company has set up shop its economically impossible for them to reconsider. The bad news for these cities and states is that corporate America has stopped looking at the short term and is taking the long view on its viability to both share holders and bond holders. GM proved better than any that being dominated by the unions destroys a stock and invalidates any bond issuance. So try and raise capital in that environment? Might as well setup a refrigeration plant in Death Valley.

The AFL-CIO at Boeing is upset this week, but in the next week or two they may get a sweet, sweet consolation prize: A change in the rules for unionizing airlines that will let them come in the door with only a majority of those workers voting, not a majority of all affected workers. AFL-CIO has asked for a change in the rules right in the middle of their (probably failing) drive to unionize the merged Delta-and-Northwest Airlines. They'll probably get it, thanks to the Obama administration's changes to the NLRB's membership.

The common thread with all of our economically failing states is the spending and corruption habits of the Democrat legislatures that have been entrenched in them. Add New Jersey, Michigan, New York and Pennsylvania to the list. It's the old rust belt Democrat/union entrenched states too. People and jobs have been fleeing for years from them.

I visited home in July of 2008. While at the Seattle Center, we watched a documentary on the IMAX theater, partly sponsored by Boeing. When we came out, a bunch of Boeing machinists were just getting out from a rally (they were all wearing union t-shirts). One of them turned to another and said something to the effect of "Oh look, the company can afford THAT", meaning – "why can they pay for that instead of giving it to ME?" That was the first I heard about the negotiations, but I knew then there was nothing the company could do to keep them from striking, and it would be bad for everyone around there, as the economy was teetering on the edge and we all knew it.
I talked to my cousin, who worked at Boeing Renton and he (not in the machinists union) explained the whole thing, saying they were pushing for too much related to the 787 and the companies new practices they were using to build it. they were mostly upset at the level of outsourcing the company was doing, which limited the number of machinist jobs (and thus union members). He thought it was rather stupid of the company because of the communication problems their strategy (and thus cost overruns and schedule delays) invariably invited. He was of the opinion the company was doing it deliberately marginalize the unions and the company's expensive labor. They were also using the same processes for all future aircraft and variants, including the 747-8.
We have plenty of cornfields here in Illinois. We also have plenty of fu**ing liberals. Wyoming and Montana are looking better with each passing day.
Yet our "smart" president thinks the govt. and unions are the tickets to American prosperity. Having lived in Oregon and California most of my 70 years, I find it harder and harder to go to the poles when I know that my one vote is drowned by San Francisco and Oakland votes. We conservatives don't have a chance, so we go to our mountains, and our deserts and pretend everything is okay.

Its bitter sweet for me. I'm happy SC got the line but sad because I work in Snohomish County in Everett WA. where the second line could have gone and while its no jobs lost it means that there are no jobs gained (I know double negative…) and that would have been a real big boost to our local economy. All those workers would have need homes to live in.

I signed your petition a few weeks ago, but I'd never threaten to move away. I'm here and I'll join with like-minded Americans and fight back. I can see parts of the country succeeding from the rest before the US in total got so bad that we'd need to leave. Remember, we're the majority. We can fight back. Wolverines!!!

I've spent most of my life in California. When I was a kid, it really was a pretty great place. Libs kept voting it into the tank. Then they didn't like what they had created, so they moved to places like Washington and took their liberal voting patterns with them. Then they ruined Washington, too. And they're surprised?
I take offense at your remark. There are plenty of beautiful states out there that are red. My own state of Georgia has plenty of beauty. We have beautiful mountains; a lovely coastline; the old beauty of Savannah; rivers; tall pine forests; sweet small towns, and large bustling cities; etc., etc., etc. And as an added bonus we have great Southern hospitality. So, speak for yourself.
Washington state is exceedingly top heavy in every facet of the government. The unions are very strong but they also turn out very skilled tradesmen who understand that they must be productive to compete in a free market. Somehow the union involved here forgot that and Boeing had to do something big or continue to incur insurmountable losses. Is that what the union wants? While the line in S.C. will no doubt help Boeing stay competitive it should also help the union in Everett realize their mistakes and get them back to reality, unless Obama et al steps in with a bailout for the union and sends more taxpayer money down the toilet.

The only way I see that happening is if the state splits between the libs on the coast & the normal people in the rest of the state. Western Washington is right up there with San Fran for sheer libtard lunacy. I am apparently more prone to listening to the media than I thought. A lot of times in WA, you get the idea that the western and southern states only exist when there's a natural disaster there. Otherwise, they're like Guam–might be attached to the US but the MSM doesn't really want to admit it.
That said, much as I love the south, the humidity there kills me and, thanks to growing up near mountain ranges, the open spaces of the Midwest make me nervous.

Every state should be a "right-to-work" state. Freedom of association is a right granted by the Constitution, so the Taft-Hartley act shouldn't be able delegate that determination to individual states. The "open shop" rule should apply to every state.

im a dedicated sears truck driver the reason sears dropped their own drivers was they were union and wanted way to much in money and benifits so sears got rid of the union now all their deliveries are made by out side truking companys the warehouse i work oput of theunion was trying to get in sears said they would shut it down cant blame them been driving over 20 years and many good local trucking co. went out of business because of over paid union drivers the list is very long accoding to what ive read a third of the cost of a new car goes for employee pay and benifits

It's not just Washington they're moving out of. They've also reduced their company presence in California to a small percentage of what it once was. The overhead costs in California are roughly double what they are in Colorado – leaving thousands of California Boeing employees in the last decade either out of work or having to pull up stakes and move.

Unions v. Big Business? From what I can see they are both neck deep in the government slop trough. The first part of the problem was that auto unions demanded, as 'rights', what no competitive employer could promise in a capitalist market and still remain viable. The second piece, thanks to the advantage that government confers to unions, Detroit granted those demands anyway…many in perpetuity. The only employer that can grant these demand now is not a capitalist entity. Its cash flow is called tax-revenue. Government service (I know…oxymoron) workers are now the major piece of the union landscape with tentacles straight into everyone's paychecks. We can't even choose not to buy their products.

Boeing's action is in keeping with the adage, "Fool me once, shame on you. Fool me twice, shame on ME." Boeing actually let itself be "fooled" by the Machinists four times in the last 20 years.
But last year's strike, at a time when the market crash was resulting in cancelled orders from airlines on the ropes, and deadlines looming for the Dreamliner rollout, finally opened the eyes of Boeing management.
As for Murray, Cantwell, Gregoire, and the Democrate-dominated legislature, boo-freakin-hoo. Just hope the voters here remember this debacle in the 2010 elections.

That now have gone into their typical 60 year old acting like a 2 year old pattern. Going into slow downs, and destructive behavior like flushing towels down the toilets. Some how making their "union brothers" janitors and maintenance workers fix toilets and clean restrooms is sticking it to the man. I am sure Jim Mcnerney is really damaged in Chicago by a stopped up toilet in Everett Washington.
I have worked for Boeing in both Washington and South Carolina. Company is definitely making the right move to bring new blood into the company.

Yes! I'm in SC and it is very true that most workers here will not support the unions. We know that there are some advantages for workers to join unions but in the long run, the companies who become unionized fail. Just like the big automakers. What destroyed them was the crazy "cadillac plans" that the unions pushed for and the ridiculously high wages for unskilled laborers. Everyone wants to make a good wage, but the company has to make profits. I hope Boeing will be able to thrive here in SC. If they thrive, their workers will thrive, too.

Said they "had given up enough and weren't going to take it any more".. Gee, wonder where they plan on working in the future. Never heard of the recently deceased steel industry, I guess. The workers in Sterling Michigan have asked for a second vote after having thought it over – where do they think they could ever find jobs there again???

You know, this is similar to the steel industry collapse in Pittsburgh during the early Reagan years. The union demanded more thinking their jobs were secure for life and the politicians were taxing more seeing the mills as a huge cash cow. When the mills weren't profitable, they closed down and moved off.
Both the union workers and local politicians were shocked that the mills went way. No, they couldn't be at fault, they only milked the steel companies dry and that shouldn't be enough to have them shut down, but who to blame for the loss of jobs in the area and the huge amount of tax revenues that just vanished…. They blamed Reagan and the Republicans of course.

A brief cost comparison.
Back in 2002, a study was conducted about car manufacturing cost comparison between 2002 and 1976. The two cars selected for the study were the 1976 Ford Gran Torino and the 2002 Ford Taurus. The cars were similar size, offered in 2 and 4 door models, used approximately the same engine size, and were considered as the same type vehicle in manufacturing and sales guidelines. The mid-line version '76 Torino, cost $15,500 brand new, the '02 Taurus $33, 750 with same comparable features and inflation increase in price. When the cost of production and manufacturing the vehicles was converted to 2002 dollar value, they found an astounding fact. Cost of all parts, engine, frame, body, and electrical components to make the Torino was $8735. The Taurus, surprise surprise, was $8758. The company took a $1500 profit, and cost of shipping was $500 in '76, and $800 in '02. The remainder of the $33,750 cost was purely labour cost, and benifits.
So, have you ever wondered what your paying for when you buy that expensive overpriced product, it isn't the parts, it's the Union.

I know they had government coercion and it wasn't a level playing field, but it had the 'look' of real negotiations ending in a real agreement. This just encouraged similar behavior.
Business makes things, employs people, creates wealth and pays the taxes that the new, faster growing unions (government service unions) eat daily. Government can do none of these things, yet they employ unions that now have negotiating access to taxpayer's money. This unholy circle has ramifications that may not be completely appreciated by the average taxpayer.
Same thing has been going on in California for decades. Why the hell should Boeing stay in Marxist Washington. Hey, we're just lucky they decided not to relocate to Mexico!
In the 90s hordes of Californians moved to the state of Washington because of jobs and the cost of housing being significantly less than my home state. With them went the attitudes that is currently destroying CA. Raise taxes, raise the price of housing, and bring the unions and the attitude that their members can never be paid enough regardless of the negative impact to the business; Detroit are you listening?
I'm glad that Boeing has wised up, finally, and is moving production. The next big step would be to simply shut down all of Boeing's operations in WA. Perhaps some of the union employees could then move to the South to pick up jobs.
If I'm S. Carolina though I would setup an import tax if these union employees move from WA to SC because they will bring with them their views that everything should be unionized and the taxpayer should support their retirement package.
May the unions continue to hold out for these outrageous benefits and pay…you eventually will destroy the very union you hold so dear. From my perspective, the unions have long ago jumped the shark.
I lived in California for 22 years and the Governor was never really the problem. The problem is that the Assembly is overrun by FAR left liberals. The Governor has no power in California. The Assembly has his testicles in a vice.
I left back in 2000 because I was just so tired of having less and less responsibility for how I lived my own life. California would be a great State if they could just remove San Francisco and Los Angeles. It would be even better if the anchor baby laws were repealed.

I worked at a steel mill in southern California that previously had been owned by Kaiser Steel. The United Steelworkers had a union at that plant during the Kaiser days. When the company closed down, the union didn't do a thing to help its workers and had raided the retirement fund.
After the Japanese bought the old plant, the steelworkers tried again to weasle into the plant. Most of the employees had been screwed by the USW union when Kaiser shut down. As a result, when the election was held for allowing the union to "represent" us, they were defeated. Not just defeated, devastated. I believe the vote was near 96% against allowing the union to enter.
The sad part is that Governor Ritter is trying to emulate California. If we don't get rid of him for a fiscal conservative, Colorado will become a suburb of San Francisco.
That's one thing that's always annoyed me. The government always tallys up the creation of a government job in the "plus" column. In all actuality, the creation of a government job is a net drain on the budget. The job and all its benefits are paid for by the taxpayer. The creation of any job should be considered a part of the deficit column because it is a burden on the taxpayer.

One, the Taurus was never offered in 2-door form.
Two, the Taurus came with a 3 liter 6 cylinder engine in most trims, and the Gran Torino offered V-8 engines from 5.7 liters (351 cu in) to 7.5 (460).

As a non-union Boeing employee, I am delighted about this move. For too many years Unions have been killing American businesses. Look at the fiasco with the auto industry as a prime example. It is way past time for us to kick back at the Unions and say they have outlived their usefulness.

I am sorry to see it but who can be surprised? I grew up in Washington and Boeing was the state's largest employer. We were all proud of it–the B52, the 707, the 767 and its production quality was excellent. Like the auto companies, it provided taxes, charitable contributions, blue collar jobs and supported a lot of white collar workers, lawyers, restaraunts, gas stations and other and feeder jobs. But the Unions just could not draw the line between what was fair and what was outrageous. Boeing started looking for a new home years ago. Contrary to a UC Berkeley professor who insists that businesses never leave high tax states, they do. Even outsourcing the production of the Dreamliner dind't "click" with the unions: instead of adopting a more conciliatory stance, they grew more greedy. Nice job Union. Another company makes tracks.

I've heard them say things like "The reason we were striking was because of the outsourced production." They saw it as something to strike about. Misunderstanding of the nature of their power: it's due to the company's willingness to submit to their power.
I think it's as Glen Reynolds says, they just don't get it that capital is mobile: the union does NOT have the company over a barrel as much as they think they do.

Jeff, regarding the outsourcing of the 787, Boeing didn't do that to marginalize the unions. Frankly, the cost overruns and schedule delays, which the company expected, wouldn't be worth it for that. The real reason for all the overseas outsources is so they could sell planes to those countries without ruinous tarrifs. Strong-arm tactics, but not from the unions…
I didn't say I was of the opinion, but he was. And the machinists certainly were, as further information trickled in. They didn't want to understand that it was a way for Boeing to better compete by adopting some of Airbus tactics.
But marginalizing the unions was a bonus, and seems to be one of the main reasons Boeing selected South Carolina for the second assembly line, as discussed above. That last strike "broke the camel's back" so to speak.

Those new Boeing workers will be be 20 minutes from the fantastic sand beaches of Isle of Palms and Sullivans Island when they live in North Charleston. There are bountiful and beautiful saltwater marshes to canoe and set crab pots 10 minutes away. They will have fantastic lakes to fish, sail and water ski within an hour's drive. Dare I say the hunting for deer and waterfowl is also less than an hour's drive? And within a 4 hour drive are the mountains of SC, NC, and GA.
I lived in SC for 18 years before moving to the Montlake District of Seattle for 32 years, working at the University of Washington. Seattle is a great place, but when I retired I came home to SC. The song says it all: Nothing could be finer than to be in Carolina in the morning! Boeing did the right thing.

If you are jobless in Seattle, please don’t move to Texas. The climate is nasty, there are lots of allergens in the air, we have caps on punitive fines in law suits, nothing is in walking distance, and we are not as friendly as reported. It is a shall issue state and the number of CHL holders are growing. We don’t have the social services that you are used to, the legislature only meets every two years, and we already have enough liberals in Austin (Moscow on the Bazos). It is a right to work state and fire for cause. Please move on to beautiful and friendly South Carolina.
In the 90’s, Xerox had bought major land in NC, and was thinking of taking manufacturing there, away from NY. It wound up not happening, possibly because then-CEO Allaire wanted to be in good with the Clintons.
After Allaire was chased out of town by the SEC (sorta), Xerox got rid of the unions in the only quick and politically feasible way – they sold their entire manufacturing operation to another, Asian-based, company.

Not too long ago, I had the opportunity to go to Seattle and tour Boeing’s facility. IT’s truly amazing and the country in Washington is just beautiful. The problem, liberals have no clue how to govern. They believe that people are in business to support their liberal agenda. They believe that, if they give you enough services, you’ll pay whatever they say it cost. Look at it like it’s the Starbucks philosophy where Starbucks actually believed people would pay an infinite amount of money for a cup of coffee and they set about to prove it. Well, what Starbucks learned (and by consequence its franchise holders also learned) is coffee is only worth so much money. Washington State has had time to correct its ways but the greed has always won out. In the early nineties during a union confrontation Boeing publicly stated it would not build another plant in Washington State.
Yet Boeing gave in and set up the new 787 production line in Washington. But Boeing gave in and before the ink was even dry or production of the 787 started the unions pulled another strike of greed. This was the last straw.
The only reason Boeing stays in Washington State is because of the great production facility they have in Everett but even it’s value is becoming questionable.
Within the next 10 years Boeing will need another plant. This one will be for the new 737 and its new composite construction requirements. Obviously it won’t be in Washington State but the question may be whether it is even in the US.
After being screwed over and over by the unions and city and state governments, Boeing has finally learned not to put too many eggs in one basket. In fact many major components are being built overseas.
I notice Fords most efficient plant is in Brazil. Without any doubt Ford’s success in Brazil has been noticed by other US manufacturing companies.
In the 1950s my grandfather worked in the carpet mills located in Amsterdam NY, along the Mohawk river. "Carpets from the Mills of Mohawk" was their slogan. Despite generous compensation the Unions took the workforce out on strike demanding an additional 25-cents per hour. The strike ran into the annual two week shutdown period, when the factories shut down for maintenance and everyone took their annual summer vacation.
But that year everyone came back from vacation and the factories were empty. All the machines had been packed up and moved to Atlanta. Today the factory buidings in Amsterdam are still empty, but now all the windows are broken. The carpet industry around Atlanta is booming.
Some people are just too stupid to learn.
The best part of this story is the bill that some legislators introduced that would stop Boeing from threatening to move out of the state.
